Mercy Corps is pleased to announce 2 vacancies of the Food for Education Program Officers: one in its Bishkek office and one in its Osh office.

Program Summary

Food for Education Program financed by USDA – Program team carry out activities to strengthen the capacity of primary school staff and provide assistance to schools and pre-school institutions via food commodity distribution, infrastructure rehabilitation and provision of grants for kitchen equipment purchase, engaging local authorities, with the goal of organization and management of diversified hot meal program and improved feeding practices of children in the household.

General Position Summary

Develop and update training materials, organize and conduct training on all the training program aspects. Carry out and monitor planned activities on improved feeding practices of children and dietary diversity in the households, and food consumption, attendance, dietary diversity at pilot institutions. Strategize with government and non-government institutions on school meals optimization, social behavior change, community engagement and health promotion actions.

Responsibilities:

  1. Represent Mercy Corps in a professional manner;
  2. Develop and prepare training materials: modules, presentations, brochures, leaflets, handouts, video materials and other materials necessary for the training program;
  3. Translate training materials into Kyrgyz and Russian;
  4. Develop training schedules and prepare training budget estimates together with the manager and other program officers; ensure implementation and compliance with the schedules;
  5. Organize and conduct training activities: trainings, workshops, round tables, meetings and other activities in accordance with the approved training program plan;
  6. Conduct trainings on management of school feeding program;
  7. Conduct trainings on improved feeding practices of children and dietary diversity in the households;
  8. Evaluate training results by conducting tests and make an analysis of training effectiveness using evaluation sheets to be completed by training participants;
  9. Supervise and provide assistance to field trainers on rolling out of SBC activities;
  10. Prepare reports on performed work and their submission to Finance Unit and Monitoring and Evaluation Unit;
  11. Keep record of planned and conducted activities and the data base reflecting the program training indicators implementation;
  12. Regular coaching visits to beneficiary institution in accordance with the program schedule;
  13. Provide supportive mentoring to school staff involved in the organization of hot meals in improving school meals programs management;
  14. Monitor and ensure appropriate use of commodities donated to beneficiary institutions;
  15. Regularly ensure that beneficiary institutions fill out all required forms accurately and on time;
  16. Inspect commodities storage conditions, consumptions norms, edibility of products, and number of children at beneficiary institutions;
  17. Provide assistance to store-keepers in food products storage in compliance with storage and accounting rules at the beneficiary storehouses;
  18. Provide assistance to Field Specialists and beneficiary institutions in the collection of school attendance and food consumption data and its entry into the database according to the indicators as needed;
  19. Immediately inform supervisor about improper use, storage, damage or loss of commodities and any other issues;
  20. Timely submit reports including all financial documents as required;
  21. Reveal weaknesses and suggest improvements to the program;
  22. Other position related duties as requested by the direct supervisor or Program Manager;
  23. Observe MC’s policies and procedures.

WORK WITH GOVERNMENTAL AGENCIES

Interact with local authority representatives (LSGBs, District Education Departments, District Sanitary Epidemiological Departments) and representatives of parental committees and supervisory boards of schools on training organization, planning and conducting training activities;

Qualifications:

  • University degree.
  • 3-5 years’ of relevant experience.
  • Excellent knowledge of English, Russian and Kyrgyz languages.
  • Excellent computer skills.
  • Ability to travel.
  • Experience in control over warehouses and audit inventory records.
  • Ability to train beneficiary institutions’ staff in register and storage of food received as well as proper filling in reporting documentation of FFE program.
  • Excellent organizational and communication skills.
  • Past experience developing or implementing trainings preferred.
  • Ability to work independently and in a team.

High level of personal integrity, flexibility, commitment, attention to detail and ability to work well as member of a team. Good interpersonal skills and ability to work simultaneously on different tasks. Honesty, transparency and professionalism in work.

One position is based in Bishkek and one position is based in Osh and requires regular travels throughout the respective region.
