Background:

We are Leading with Science® to provide sustainable and resilient solutions for our clients. Tetra Tech was awarded the USAID Power Central Asia Activity (PCA) from October 2021 to September 2025. The goal of the PCA is to assist the five Central Asian countries - Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan - to meet their national and regional energy priorities, promoting national market liberalization, scaling up clean energy technologies and expanding opportunities for private sector investment that will unlock the economic benefits of expanded regional energy trade.

Kyrgyz Republic has been working toward power sector reform and liberalization. The principal long-term policy document of the energy sector in the Kyrgyz Republic (KG) is the National Energy Program (NEP) for 2008-2010 and Energy Sector Development Strategy to 2025. The key objectives of the NEP are to enhance energy security, energy efficiency and sustainable development, all of which are relevant due to fluctuations in hydropower production, reliance on hydrocarbon imports, and aged, inefficient infrastructure (one of the reasons for high losses). With 100 percent electricity access, a reliable and efficient power supply is a key cornerstone of high-pace economic development. Plans for the power sector development are also included into the National Development Program (NDP) of the Kyrgyz Republic until 2026 approved on October 12, 2021. A new Medium-Term Tariff Policy (MTTP) to 2021-2025 was adopted on September 30, 2021. The new MTTP kept tariffs for residential consumers at the level of 2015 but provided for a 12.5% increase in tariffs for most industrial customers.

PCA will engage local Energy Specialist in Kyrgyz Republic with responsibilities as follows to support the PCA workstreams in Kyrgyz Republic. The local Energy Specialist will work under guidance of the Kyrgyz Republic Country Coordinators and Objective Leads for Objective 1 and Objective 2.

Responsibilities:

  • Liaise and coordinate with sector stakeholders to support the expatriate assignments including;
  • Arranging meetings for and attending with expatriate specialists;
  • Collecting information and data which are required by the expatriate specialists when they are out of country;
  • Following up with stakeholders to determine the status of activities taken jointly with expatriate specialists;
  • Provide expertise to expatriate specialists about the local institutional environment and capabilities;
  • Work with the Objective 1 lead to improve capacity of energy companies, KESC, and energy regulator;
  • Work with the Objective 2 lead to support competitive procurement of RES: defining RE sites, preparing tender documents, supporting on-grid and off-grid RE and DRP pilot projects;
  • Assist definition of the training needs of energy stakeholders and update of technical rules and standards (gird codes);
  • Support expatriate specialists in the performance on their work as may be required.

Expected Results & Deliverables:

  • Weekly update of activities and progress provided to the Country Coordinator and Objective 1 Lead.
  • Meeting Reports. This report is for any meetings that take place outside of the Expatriate trips. The minutes of the meeting should include the name and contact details of each attendee, the purpose of the meeting, outcomes and any outstanding items.
  • Monthly Activity Report.
  • Contribute to the draft energy legislation as requested by the Objective 1 lead.
Qualifications:

To be considered for this position, candidates must meet the following minimum qualifications:

  • Education – A minimum of a Bachelor’s degree in energy engineering, economics, laws or related subject;
  • Prior Work Experience – Minimum of six (6) years of progressively responsible, professional level experience in project management related work in energy, climate change and resource mobilization in Kyrgyz Republic;
  • Language Proficiency/Communication Skills – Fluency in Russian and Kyrgyz. English language skill is desired.
  • Job Knowledge and Experience– Prior work experience with USAID is a plus but not essential.
  • Prior work experience with the energy stakeholders and the donor community is required. The work requires demonstrated understanding of the energy and the institutional environment in which energy entities work.
  • The specialist must also have experience in supporting expatriate technical specialists in energy related projects.
  • Skills and Abilities – The demonstrated ability to liaise and coordinate with energy stakeholders is required. Must have refined communications skills, tact, diplomacy. Must possess strong presentation skills. Analytical ability is required to interpret public policies, and to assist in the development of revised policies, as required. The ability to work effectively in a team environment and proficiency in the use of various computer applications is required.

Expected Level of Effort: 200 days in a year.

Location: the incumbent will be based in Bishkek, Kyrgyz Republic.
