Qualification requirements

Education:

• Bachelor or Master Degree in Sociology, Mathematics or an equivalent, with a minimum of three years’ experience in conducting qualitative and quantitave research

Experience:

• Experience in designing tools and strategies for data collection, analysis and production of reports
• Proven ICT skills, especially in the development of MIS software using database software
• Expertise in analyzing data using statistical software (SPSS, Stata, R)
• Strong training and facilitation skills
• Experience in research or monitoring and evaluation
• Experience in analytical report writing
• Experience in a recognized international development agency

Skills and Competences:

• Ability to work cooperatively and strategically in a team environment with all levels of professional, technical and administrative staff
• Ability to negotiate, build consensuses, inspire others to form alliance for concerted actions
• Self- motivated, diplomatic, strong analytical skills, detail- oriented, ability to work within multicultural teams
• Strong knowledge of computer applications
• Proficiency in Microsoft office mandatory
• Proficiency in SPSS preferred

Languages:

• Excellent oral and written communication skills in English, Kyrgyz and Russian

Duties

• Work with implementing partners of the project on the development and implementation of the project’s monitoring, evaluation and learning plan, including tracking system, and ensure that it is in line with the key performance indicators of the project, as well as with the requirements USAID
• Provide training for project partners on M&E and research to strengthen M&E system of EECEY project
• Assume responsibility for overseeing monitoring of project activities, and for communicating monitoring findings back to the key project implementers
• Develop and implement monitoring data collection and analysis tools to ensure that quality monitoring data are collected and reported in accordance with project mandates
• Design and manage evaluation, research and other studies across all project implementation partners in order to assess project interventions as well as to document best practices and lessons learned
• Form well triangulated case studies for the EECEY project.
• Maintain the qualitative data for documenting leading trends of the projects together with the best practices and lessons learned during the project implementation
• Support the project Communication Manager in the development and release of project information sheets and factsheets
• Develop project quarterly and annual reports to the donor
• Participate in all donor’s M&E meeting
• Develop and on time update ArcGis system of the project
• Work with data platforms (ArcGIS, GRS and USAID TraiNet System), databases and select technologies to create the maps, capture and organize data
• Analyse data to make programmatic recommendations to PMU of EECEY project and MSDSP KG on Youth Development, Community Engagement and Economic Development sectors
