Responsibilities:- The Human Resource Officer is responsible for providing support in the various human resource functions, which include recruitment, staffing, training and development, performance monitoring and employee counseling.
- Monitor staff performance and attendance activities
- Provide support to supervisors and staff to monitor the performance and discipline as well as to develop the skills and capabilities of staff. Ensure that accurate job descriptions are in place
- Provide advice and assistance with writing job descriptions; provide advice and assistance when conducting staff performance evaluations
- Organize staff training sessions, workshops and activities
- Monitor daily attendance. Investigate and understand causes for staff absences, recommend solutions to resolve chronic attendance difficulties.
- Provide advice and recommendations on disciplinary actions.
- Provide advice and assistance to supervisors on staff recruitment
- Schedule and organize interviews. Participate in applicant interviews as necessary.
- Conduct exit interviews of resigning staff.
- Provide information and assistance to staff, supervisors and Council on human resource and work related issues.
- Provide advice and assistance to staff and management on pay and benefits systems. Explain and provisions of the personnel policy.
- Explain employment standards and legislation such as workers compensation, labour standards and Fair Practice Act.
- Monitor scheduled absences such as holidays, annual leave or travel and coordinate actions to ensure the staff absence has been adequately covered off to ensure continuity of services.
- Preparation of employment agreements, amendments, orders[T1] (Prikazes) and other relevant official documents.
- Perform other duties as assigned.
Requirements:
- Higher education degree, preferably in HR/ Law or any other equivalent
- Minimum of 5 years post graduate experience
- Minimum of 3 years of experience in similar roles in HR
- TCO/NCOC/KPO experience would be an added advantage.
- Very good knowledge of ROK Labor legislation
- Ability to work without close supervision in a high pressure environment
- Fluent in Kazakh, Russian and English(spoken and written)
- Proficient PC user of MS Office (Word, Excel and Power Point) as well as 1C Program.
- Excellent oral and written communication skills
- Strong presentation and facilitation skills
Conditions:
- Work cycle – 5/2 days based in Aktau initially to approximately June 2017, thereafter Tengiz(Site based ) on 28/28 day rotation.
