Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in Ukraine (UA) is seeking a qualified professional as the National Security Risk Management Advisor (N-SRMA).

Based in Poltava, but with travels to government-controlled areas (GCA) of Donbass and other cities.

He/she will be responsible for security risk management and related trainings for GIZ staff in central and eastern Ukraine. Supporting the N-SRMA for eastern Ukraine in Hibernation, Relocation and Evacuation (HRE) planning as well as escorting GCA travels. Extensive networking amongst Ukrainian security agencies and SRM staff of other IOs/NGOs He/she will be required to work in the GCA and other GIZ UA duty stations for extended periods of up to a week on a regular basis.

Areas of responsibility:

  • Monitor the security context across Ukraine (UA), producing analysis, special reports and electronic risk-mapping as required by Head of Security Risk Management Team (SRMT),
  • Closely monitor early warning indicators that could trigger changes in the GIZ profile,
  • Contribute to the Country Risk Assessment, as required by Head of SRMT,
  • Work closely with project SFPs to update and exercise Hibernation, Relocation and Evacuation (HRE) plans as required by Head of SRMT,
  • Prepare presentations for security roundtables at GIZ offices, as well as providing written security updates as required by the Head of SRMT,
  • Conduct and reviewing Security Assessments (SSAs) on GIZ premises as required by Head of SRMT, and proactively assisting projects in implementing recommendations,
  • Maintain information networks in the GCA as well more widely with actors in the security and risk management field,
  • Plan and coordinate safety and security trainings, as required by Head of SRMT,
  • Support all office Security Focal Points (SFPs) in their duties as required by Head of SRMT,
  • Accompany external visitors conducting medical facility evaluations and other risk-related assessments in GIZ duty stations.,
  • Cover for and supporting N-SRMA East UA, including on occasions, monitoring his Emergency Telephone number 24/7 when required by the Head of SRMT,
  • Secure, drive and manage the administration of GIZ vehicles and security equipment according to GIZ rules and administrative regulations when required by Head of SRMT.

Responsibilities relating to the Government-controlled Areas (GCA) of Donbass

  • When required, work for up to one week per month in GCA, depending on GIZ expansion,
  • Ensure compliance with GIZ UA Minimum Security Standards and GCA Standard Operating Procedures (SOPs),
  • Assist N-SRMA East UA in continually updating the Security Risk Assessment for the GCA,
  • Plan, coordinate and escort GIZ travels in the GCA, as required by Head of SRMT,
  • Maintain good relations and constant liaison with SRM staff in UNDSS, UNHCR, INSO and other IOs in order to support GIZ missions in the GCA,
  • When required, act as primary point of contact for Joint Center for Control and Coordination (JCCC) and Civil-Military Coordination (CIMIC) staff, in arranging safe passage through checkpoints for GIZ travels in the GCA,
  • Act as GIZ’s point of contact for law enforcement agencies in central and southern UA, keeping the Head of SRMT regularly informed about developments,
  • Along with N-SRMA East UA, continually evaluate the list recommended hotels and taxi services for GIZ staff in the GCA and other GIZ duty stations, as well as temporary locations for GIZ meetings,
  • Carry out further evaluations and negotiations regarding new premises and services in the GCA as and when required by Head of SRMT,
  • Proactively support GIZ projects in the GCA with risk assessments and recommendations during project planning as well as implementation.

Qualifications and Experience:

  • Master’s degree, preferably in a Social Science-related field
  • At least 2 years of experience within Crisis Management, SRM or another related field is essential (i.e. officer rank in the police / military, DSNS or as a political or military analyst),
  • SRM experience within an international organization / I-NGO is important,
  • Hands-on experience in conducting site security and safety assessments is highly desirable,
  • Intimate knowledge of current regional and national political and security context is essential,
  • Demonstrable knowledge and existing networks in eastern UA, including the GCA,
  • Information analysis as well as producing security assessments in very good written English,
  • Coordinating low-level safety trainings, such as Fire Safety and First Aid courses is desirable.
  • Excellent working knowledge of MS Excel, Word and Powerpoint is essential,
  • Experience working with electronic mapping is highly desirable,
  • Self-organizational skills,
  • Excellent interpersonal and communication skills with a ‘service mentality’
  • Language skills: Ukrainian and Russian: native or bilingual proficiency; English: professional working proficiency is essential, as the ASFP would be almost entirely remotely coordinated by the SRMA in Kyiv. He/she will require a high level of English comprehension as well as the ability to present briefings and draft written reports. German: is an asset.

Employment conditions:

  • full-time position with 40-hours working week, 1-year contract with possibility of extension.
