Background

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relation between the national, regional and local level and builds institutional capacity. The success of the decentralisation reform greatly depends on the coordination and cooperation between the different stakeholders involved, including central government and regional offices.

In the area of education, the Education Reform Strategy 2015-2020 was adopted seeking to decentralise management and simplify regulations. Local governments are expected to assume responsibility for financing and managing school networks and also designing local educational policies taking into account local culture, labour market and community preferences. Legislation with regard to the reorganisation of school networks was passed which provides for the establishment of 'hub schools' as well as education districts at the regional level.

U-LEAD's role is to support the implementation of Ukraine's milestone decentralisation and regional development policies. With regard to sectoral decentralisation, U-LEAD will focus on supporting the harmonisation and coordination of sector reforms with the decentralisation reform; the implementation of sector reform at the regional level; capacity development of local and regional government and sector authorities; and communication and information on sector reform. As a starting point, U-LEAD is planning to extensively target the health and education sectors with possible further extension, depending on the relevance of decentralisation reform as a whole and demand for support.

A network of Regional Local Government Development Centres (Regional Centres) is being created in all 24 oblasts of Ukraine in order to actively support the implementation of the decentralisation reform at the regional level. U-LEAD is establishing four Regional Hubs in Lviv, Chernivtsi, Poltava and Dnipro to facilitate and support the work of the Regional Centres. Each Hub will support up to 7 neighbouring oblasts and work closely with local authorities (regional/district administrations, local self-government bodies) and other stakeholders to

ensure achievement of program's goals at the local level.

To ensure that sectoral decentralisation issues are properly addressed at subnational level, U-LEAD's Regional Hub in Poltava is looking for an Advisor on Sector Decentralisation (Education) to work in Poltava city. The incumbent will mostly focus on decentralisation in the education sector, with possible future involvement in healthcare and other sectors. The advisor will report to the Team Leader Sector Decentralisation in Kyiv.

Key Roles and Responsibilities:

  • Contributing to overall planning and advising on education decentralisation issues at U-LEAD's Regional Hub in Poltava (comprising the oblasts Poltava, Chernihiv, Sumy, Kharkiv, Cherkasy and Kyiv);
  • Identifying, developing and organising activities aimed at supporting the implementation of education-specific reform policies in line with the decentralisation reform;
  • Strengthening of management and administrative capacities of regional and local education actors in Poltava and neighbouring oblasts including supporting the development of training programmes;
  • Creating and shaping networks with a variety of stakeholders in the education sector, including regional and local administrations, self-government bodies and civil society and other organisations;
  • Supporting the management and supervision of implementing contractors (NGOs, consultants etc.);
  • Cooperating closely with other U-LEAD programme units (e.g. Capacity Development, Communication) in the planning and implementation of activities on regional and central level;
  • Ensuring and contributing to the communication flow between regional and national level
  • Supporting internal and external communication, including but not limited to preparation of regular updates on educational decentralisation reform;
  • Contributing to the overall knowledge and data management of the programme;
  • Complying with GIZ rules and standards.

Qualifications and Experience:

  • Master's degree and at least 2 years' work experience or BA degree and at least 3 years' work experience in a related area (e.g. public management, education, social sciences, organisational development, law etc.);
  • Work expertise in public administration, project management and/or education and familiarity with local actors in the area of education and decentralisation reform;
  • Knowledge of the government's reform agenda, in particular in the field of educational decentralisation;
  • Experience of work in the field of international cooperation is an asset.

Skills, Competencies and other Requirements:

  • Very good computer skills (e.g. MS Office Suite incl. Excel, Powerpoint etc.);
  • Fluent Ukrainian, Russian and English; knowledge of German is an asset;
  • Strong organisational, planning and self-management competencies, ability to deal with multiple tasks simultaneously, solve problems, meet deadlines and maintain a high quality of work;
  • Excellent communication, networking and presentation skills;
  • High degree of loyalty, stress-resistance and motivation;
  • Team player with excellent intercultural competences;
  • Willingness to travel and carry out project activities in neighbouring regions.

Assignment:

The assignment starts as soon as possible. The contract duration is until the end of December 2019.
