Background
Tetra Tech is implementing the USAID Power Central Asia Activity under a five-year contract with USAID. Launched on October 1, 2020, The USAID Power Central Asia Activity (PCA) is designed to assist the five Central Asian countries to meet their national and regional energy priorities, improve energy security and resiliency, and unlock the economic benefits of regional electricity trade. Each country’s national energy priorities are shaped by their indigenous resource base, domestic political-economy considerations, geopolitics, and international climate and energy policies. Three complementary workstreams and associated activities support achievement of USAID’s PCA goals. Objective 1 focuses on creating a stronger policy, legal, regulatory, and institutional foundation for an effective electricity sector that can attract required investments. Objective 2 focuses on making the power sector cleaner, smarter, and climate-resilient. Objective 3 focuses on supporting greater connectivity and cross-border electricity trade in the region.

Objective/Purpose of the Position Description

The purpose of this position is to support development of renewable energy in the region. The main focus on large scale wind, solar PV and hydro investments. A secondary focus is on supporting sustainable small scale decentralized renewable energy.

The PCA project is working on a series of large- and small-scale renewable procurement programs. The project is also assisting activities that are essential to support large scale renewables, including grid integration and modernization, market-oriented trading in flexibility services, development of renewable zones, and supporting innovations in renewable procurement, such as hybrid storage + RE auctions.

The Renewable Energy Specialist will provide technical support, training and analytical services related to development of both large- and small-scale renewables. The emphasis will be on large scale wind, solar and hydro generation. Advice on features of small-scale renewable projects that will enable the projects to be sustainable and to recover costs.

Responsibilities:

The Specialist will assist with the following type of tasks:

  • Prefeasibility and project preparation analysis for large scale renewable projects;
  • Analysis of business cases and financing arrangements for large scale renewable investments;
  • Support for transactions including advice on transaction design, transaction documentation, bidding and negotiation procedures.
  • Support in revision of technical regulations for RE grid integration and
  • Support in development and improvement of RE auctions
  • Support in RE zones regulatory framework development
  • Support in small-scale on- and off-grid renewable energy projects.
  • Support in RE pilot projects implementation.
  • Support in RE education and training programs implementation.
  • Preparation of project status reports describing the current situation related to renewable energy development in each of the CAR countries.
  • Development of sector strategies, work plans and road maps related to renewable energy development.
  • Preparing and delivering presentations on renewable energy transactions, renewable energy strategies, and program development in both CAR and globally.
  • Contributing to the development of PCA weekly, quarterly and annual report sections on renewable energy.
  • Responding to requests for information about PCA’s renewable energy activities as requested by USAID and other stakeholders.
  • Representing the project as requested by the Chief of Party and Deputy Chief of Party at renewable energy events, presentations and discussions with stakeholders.
Qualification requirements:
  • Graduate degree in energy, renewable energy, business development, energy and environmental engineering, or economics.
  • At least 3 - 5 years’ experience in developing, supporting or analyzing renewable energy programs, and preparing pre-feasibility, preferably in Central Asia region.
  • Strong data collection, analysis, reporting and presentation skills related to energy and clean energy.
  • Familiarity with financial modelling tools and methods.
  • Ability to read, write and speak English and Russian at a professional level.
  • Demonstrate experience in business aspects of renewable energy projects.
Schedule:

The assignment will begin on/about early January, 2022 and will be eligible to continue to the end of the project.
