Award Type & Selection Criteria:

  • Payment will be based upon Level of Effort (LOE) with reimbursement for approved related budgeted expenses.

Objective

To support FHI 360?s international HIV service delivery projects to design, implement, and monitor online and virtual HIV outreach and QuickRes adaptation, particularly among HIV programs in three Central Asian Republics (CAR) including Kazakhstan, Kyrgyz Republic, and Tajikistan.

FHI 360 serves more than 70 countries and all U.S. states and territories.

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. FHI 360 through EpiC has launched a new multi-year project in Tajikistan, Kyrgyzstan and Kazakhstan. Building on the successes to date in the three countries, EpiC is focusing on expanding HIV case finding in the community, and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population (KP) groups.

FHI 360 is requesting consultancy support to work closely with its country teams in Kazakhstan, Kyrgyz Republic and Tajikistan to support their transition to using online and virtual platforms for HIV outreach, case management, and service delivery. Physical distancing, lockdowns, quarantines, and limited access to health facilities resulting from COVID-19 have made it very challenging to engage with beneficiaries through standard in-person approaches and made it more challenging for people to access both community and clinical health services. Going online will help HIV programs mitigate the impact of the COVID-19. This consultancy will focus on supporting HIV programs in the Central Asia region.

Detailed Description of Activities:

  • Online Reservation and Case Management App ( ORA): Support for planning and rolling out ORA. ORA is a web-based platform that allows 1) clients to assess their HIV service needs, book appointments, provide their feedback on services (with LINK described below); 2) for providers to report service provided to clients; 3) for case managers to track and follow cohorts of clients in ART and PrEP care across providers; and 4) for program managers to monitor results granularly to inform program improvement. Assistance involves helping HIV programs understand the value of ORA and how it can be adapted to meet their program needs, documenting required adaptations, drafting standard operating procedures for ORA users, training implementers on rollout, providing supportive supervision and performance, and coordinating with the developer to fix bugs and ensure normal functioning of ORA.   • Virtual Case Management (VCM): Virtual case managers will use ORA to manage clients in their ART and PrEP cohorts, track service access, book refills and other service visits, and report quarterly retention. Assistance may also include support for planning VCM rollout, including integration with ORA and home delivery and/or decentralized drug distribution approaches.

Specific Activities

The consultant(s) will support the following scope of work:

Support HIV programs to roll out and use the Online Reservation App (ORA)/QuickRes(QR) to manage client referrals, clinic appointment management and reporting, client case management, and data analysis and program improvement.

Deliverables and Timeline

This is a general call for consultancy services. Interested individuals can support a specific part of the tasks above and each activity will be achieved in coordination with FHI 360 headquarters team and several field staff. A consultancy specific SOW will be developed with deliverables, timelines and estimated LOE after EpiC can assess interested individuals’ availability, skills, and interests.
