International communications expert – the Ministry of Finance Press Service Reform, consulting for the Ministry of Finance of Ukraine

Scope of Work:

1. Preparing message-box templates covering topics of government finance;
2. Developing key messages framework for expert target audiences covering international cooperation and finance policy issues;
3. Developing public positions of the Ministry on the topics of public finance;
4. Developing key messages framework for expert target audiences covering international; policy of the Ministry of Finance;
5. Preparing and reviewing of publications and materials of the current projects;
6. Support of employers of the Communications Department;
7. Organizing public events (for ex., press-conferences, off-records meetings etc);
8. Creating media content to cover the Ministry’s topics in Ukrainian and foreign media (press releases, articles, interviews etc);
9. Promotion of the e-governance portals operating within the Ministry of Finance;
10. Promotion of the GIZ activities related to the public administration reform implemented jointly with the Ministry of Finance.

2. Deliverables:

1. The Roadmap for the Ministry of Finance of Ukraine communications with the target audiences;
2. Ready-for-use message-box templates covering topics of government finance;
3. Effective communication with the main stakeholders;
4. Ready-for-use key messages framework for expert target audiences;
5. Defined results for each phase;
6. Defined criteria of evaluation (KPI);
7. Reports for every phase of development of the aforementioned documents.

3. Requirements:

The Expert must:

• Be able to comply with the required scope of work and deliverables;
• Have a satisfactory record of integrity and business ethics;
• Be qualified and eligible to be contracted under applicable laws and regulations.

He or She possesses proved:

• A degree in communications or equivalent;
• Minimum of 4 years of experience in communications;
• Awareness on the Ministry of Finance of Ukraine agenda, activities and projects;
• Awareness about Ukrainian economic, political, and social situation;
• Profound experience in conducting strategic workshops, consultations, negotiations and approval processes with public officials;
• Experience in public finance management would be an advantage.
