QUALIFICATIONS:

  • The person entitled for the position of Port Captain should have good knowledge of the maritime industry, processes connected with shore-based services, stevedoring included
  • The person entitled to the position of Port Captain should have basic maritime education, the experience of seagoing practice and at least one year of shore-based experience in a similar capacity.
  • The person entitled for this position should know one essential Company’s operational language and English speaking fluently

RESPONSIBILITIES:

Include, but will not be limited to:

  • Ensure compliance with Company’s Procedures and Policies by the requirements of the ISM (International Safety Management) Code, ISO and other standards where applicable;
  • Encourage actively the Company’s interests and promote the Company’s Safety Policy, promulgate Health, Safety and Environment information that might affect employees’ health and safety.
  • Work closely with Marine Safety Supervisor and other personnel to ensure implementation and compliance with the Company’s procedures about Health, Safety, Quality, Environmental and Drug and Alcohol Policy;
  • Ensure that the Safety, Engineering, and Technical standards are maintained to the best available levels and maintenance continuously planned, monitored and updated in cooperation with Administration, Marine Technical Engineer and Marine Coordinator ;
  • Control means of communication and the lines (frequencies and channels) if it's in 24 hours active mode;
  • Document process of the watch hand-over every working shift – it should include the test if all shore services are active;
  • Ensure correct receipt of information about ships’ ETA;
  • Arrange mooring appliances ready for sate berthing the barge in a position suitable for stevedores:
  • Special marks (small red flag) and indicators of Jetties extremes to be used, as requested by Maritime Authorities;
  • The lines to be fixed so that it can easily let go. The quantity depends on winds but at least 4 to provide safe berthing and shifting alongside.
  • Communication to be established with Captain of Tug thus coordinate safe approaching barge to the Jetty and final positioning:
  • Signal of completion to be announced when barge moored safely and Tug assistance no more needed – Tug should proceed to the place agreed for further instruction;
  • Time Sheet to be maintained since the barge moored:
  • Formalities are of duties and responsibility of Marine Coordinator Onshore and the mooring men to remain in position stand by to make preparations over the object arrived.
  • Treat the Company’s Reporting System and performance of Check Lists as the critical points of process stimulating efficient rotation of the barges and its proper maintenance:
  • The Company’s Reporting system includes all information that is necessary to arrange fast operation and deliverance of the barges;
  • Mobilization of all shore services to let the main process run smooth and plan requests and supplies of every ship in the right priority.
  • Arrange upon notice from Marine Coordinator, immediate preparation of the barges - starting first with the inspection of the condition of barge: its seaworthiness and readiness for loading:
  • The special care for safety and health arrangements;
  • The Boatswain and mooring seamen to be properly instructed about environmental aspects too.
  • Prepare Pre-loading Check List and make appropriate records for Marine Coordinator Onshore as performing approved to let him call for services responsible for non-conformities if found:
  • The Pre-loading Checklist refer to general shore arrangements:
  • Condition of loading facilities, Condition of mooring appliances ashore, State of shore Fire Station, State of oil Spill Kit, Proper load of generators with diesel oil, Electricity connections check, How free access to load-bridge arranged.
  • The items mentioned in the Check List will be relayed by the Marine Coordinator to the right persons accordingly - with no matter whether day or night;
  • The Port Master is responsible for the proper fulfillment of Check List and pre-loading inspection:
  • Being responsible for barge safety, Port Master manages with the boatswain and mooring seamen to make arrangements on board and set the order for loading operation accurately.
  • Participate in a joint survey with Marine Technical Engineer and other personnel to prove the condition of the object and its conformity to the requirements of Customer or Company’s needs – if necessary / if requested;
  • Control barge’s trim, Control stability, and watertight integrity: by using available means in each particular case, having into consideration first: the Information of stability approved by Class and good seamanship:
  • All information must be documented and secured properly;
  • The Radio Operators have the set of Forms approved, so that, in case of necessity, Radio Operators can assist while filling the Check List remotely for its immediate delivery to Marine Coordinator Onshore
  • Monitor loading operations in line of safety, health, and environment since its’ commencement till completion - this is the main process for Port Master;
  • Maintain the List of environmental aspects relating to Port Master, Utilize accurately – by the Procedure, all materials listed; Regularly maintain all the records listed in the Company’s blank forms
  • Written reports basing on such records within defined intervals to be presented to Marine Coordinator
  • The records maintained by Port Master and the appropriate files are subject of internal/external audit;
  • If any non-conformity were found, the corrective actions as per each NCN (non-conformity note) shall be performed in time and Marine Coordinator / Marine Superintendant/DPA to be notified accordingly;
  • The records of such audits shall be secured as long as stated in the Company's Procedure.
  • Improve the Company’s Reporting System if any needs, approaching to Marine Safety Superintendant with written guidance and advice;
  • Deliver all information duly to Marine Coordinator; Issue Circulars, if necessary, to inform the responsible persons and persons concerned on any changing, arrangements, program;
  • Motivate subordinated personnel providing an atmosphere of partnership and cooperation on each level and within all personnel, Carry out appraisals of respective subordinates as perform approved.
