QUALIFICATIONS:

- Marine education and Shipmaster Certificates Experience not less than 3 years

  • The person entitled to the position of Marine Offshore Coordinator should have good knowledge of offshore processes arid processes onshore. Company's reporting system included.
  • The person entitled to the position of Marine Offshore Coordinator should have basic knowledge of construction industries offshore and at least one year experience of offshore operations in a similar capacity.( Kashagan oil field similar experience is the top priority for this position)
  • Candidate should have good level knowledge RK Merchant Shipping laws and regulations
  • The person entitled to this position should have knowledge of English/Russian speaking fluently.

RESPONSIBILITIES:

Include, but will not be limited to:

  • Ensure compliance with Company's Procedures and Policies in accordance with the requirements of the SMS, ISM, ISPS, ISO, Company and Client Project procedures and other standards where applicable;
  • Encourage actively the Company's interests and promote the Company's Safety Policy, promulgate Health, Safety and Environment information that might affect employees' health and safety;
  • Work closely with HSE and Offshore Construction Management and other personnel to ensure implementation and compliance with the Company's procedures with regard to Health, Safety, Quality, Environmental and Drug and Alcohol Policy;
  • Bear personal responsibility for ship's safety and environmental all kind operation at Offshore;
  • Ensure that the Safety, Engineering, and Technical standards are maintained to the best available levels and maintenance continuously planned, monitored and updated in cooperation with DPA, Marine Supervisors, Marine Offshore and Onshore coordinator. Marine Administrator, Marine Technical Team;
  • Control and planning means of communication and the lines if in active mode 24 hours;
  • Control of traffic Company vessels which are working or arriving to offshore and be aware about all Navigation warnings and Notice to Mariners Receipt of information from ships arriving to Offshore:
  • Fulfill in written the Company's Reporting System;
  • Confirm to Onshore Marine Coordinator information about ships arrived and details:
  • Arrange best interface of the barge arrived and the barge-spreader;
  • Report to Offshore Coordinator about ships arriving and details and is supervision the Schedule of Discharging\Loading and Plan:
  • The information about barges ETD (re-delivery) should be passed to Marine Manager & Offshore Coordinator for further plan;
  • Survey solely the ships arriving, as per own program, and, if necessary, jointly with Client:

  • Details to be reported to Marine Manager and Construction Manager immediately;
  • Control the correspondence as the critical point of process permitting efficient rotation of the barges and proper planning:
  • The Company's Reporting system includes all information that necessary to arrange fast and safe operation with the barges;
  • Mobilization of all Offshore services to let the main process run smooth and plan requests and supplies of every ship the right priority.
  • The Stevedores performing loading\discharging should have the Cargo Plan in advance to concentrate/activate facilities. Monitor the process of discharging the barge:
  • The Check Lists before the commencement of loading\discharging shall include control of general arrangements:
  • Condition of loading facilities, its indicators, operational lights, signaling system; State of Fire Fighting Equipment that ready, State of oil Spill Kit, Absence of leakage and open motors;
  • Supplying with container for any kind of waste materials

  • Deficiencies found to be delivered to Marine Tech. Superintendent - with no matter whether day or night;
  • Marine Onshore Coordinator is only the person responsible for proper filling of the Check List
  • Being responsible for the safety of barge and personnel Marine Offshore Coordinator manage with the Marine Supervisors to make arrangements onboard both interfacing barges in line of safety, health, and environment;
  • The proper rectifying of deficiencies if critical concerned equipment, facilities, damages to the hull is the matter of Marine Tech. Superintendent, thus he must be completely informed.
  • Complete the Time Sheet and other statements for the barge discharging:
  • Communicate to Marine Coordinator Onshore via all available means to provide full and complete information about the ship and barges left Offshore, Regularly maintain all the records listed in Company's blank forms
  • Written reports basing on such records within defined intervals to be presented to Marine Manager;
  • The records maintained by Marine Onshore Coordinator and the appropriate files are subject to internal/external audit.
  • If any non-conformity were found, the corrective actions as per each NCN (non-conformity note) shall be performed in time and Marine Manager / Marine Superintendent/DPA (0 pr notified accordingly.
  • The records of such audits shall be secured as long as stated in the Company’s Procedure.
  • Motivate subordinated personnel providing an atmosphere of partnership and cooperation on each level and within all personnel, Carry out appraisals of respective subordinates as perform approved.

LIAISES WITH:

  • ????Onshore and Offshore Marine office employees, Company and subcontractor vessel Captains and barge masters communication and movement/mooring/unmooring location organization, Offshore Construction Management, HSE, HR and other company departments, other local and Flag or foreign Organization at commission of his staff responsibilities (intra vires) and Ship's class societies, Client Marine Operation and Construction department at site, other Company representative for vessel movements

ACCOUNTABILITY:

  • Marine Manager, Offshore Construction Manager, Offshore HSE Manager,

SUPERVISES:

  • Marine Offshore supervisors, Marine Offshore Radio Operators, Barge Masters/Seamans, Communicate all Masters
  • Ships underway in\out Bautino, running positions, disposal at Offshore Mooring\anchorage
  • Scope Cargo operations aboard Ship's formalities in/out, Ship's Safety and environmental management of all kind ship’s operation at Offshore
  • Control of traffic Company vessels which are working or arriving to offshore and be aware of all Navigation warnings and Notice to Mariners
