Classification: Service Contract (SC)

Type of assignment: SC, 10 months, 1 February – 30 November 2019

Title of Position: Media/PR Assistant

Organizational Unit: Media and Communication Office

Direct supervisor: Media and Communication Officer

General Functions: Under the guidance and direct supervision of the Media and Communication Officer and overall supervision of the Chief of Administration the incumbent assists in the smooth operation of communications functions of the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) and of the Media and Communication Office itself. The incumbent works in close collaboration with the National Finance Officer, National Administrative/Human Resources Officer and National Procurement and Logistics Officer of the EUBAM Administration for effective achievement of results, anticipating and contributing to resolving complex programme/project-related issues and information delivery. The incumbent is expected to exercise full compliance with IOM programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Specific Functions:

  1. Proactively contribute to Public Relations engagement plans;
  2. Ensure implementation of the External Communications Strategy and Plan;
  3. Monitor national and appropriate international media and assemble material for the daily media review;
  4. Respond to press queries in a timely and accurate way, consulting with Mission colleagues as appropriate;
  5. Support and/or arrange visits to HQ and other Mission locations for the media or for other visitors as appropriate;
  6. Provide communications support for promotional activities at large regional and global events;
  7. Monitor communications-related services and products;
  8. Contribute to maintenance and content generation for the Mission’s website and social media platforms;
  9. Maintain contacts with PR offices of partner organisations, media, governmental and non-governmental institutions, local authorities, NGOs, academia, etc. as appropriate;
  10. Proactively liaise with other teams about meetings or events that are newsworthy or that need support from the Media and Communication Office;
  11. Create and oversee the design stage and procurement stage of visibility and promotional items;
  12. Commission and supervise the production state of visual products such as photographs, videos, press backdrops, roll-up stands, posters, etc. , while strictly observing financial and procurement rules;
  13. Undertake specific projects such as training courses, competitions etc. as directed by the Media and Communication Officer;
  14. Provide informal translation and interpretation for the Media and Communication Officer as required to/from English/Ukrainian/Russian;
  15. Facilitate specific events such as receptions, open days and other outreach events and participate in appropriate third party events to represent the Mission;
  16. Assist the Media and Communication Officer in the creation, design, and production phases of key documents such as the Annual Report, monthly reports, etc.;
  17. Perform such other relevant duties as may be assigned.

Recruitment Qualifications:

  1. University Degree in journalism, public relations, communications or related fields;
  2. Five (5) years’ experience in media, communications, public relations, or marketing;
  3. Previous experience with UN system or related work for a donor organization, consulting company, or NGO is a very strong advantage;
  4. Fluency (oral and written) in the Ukrainian, English and Russian languages is a must;
  5. Comprehensive understanding of local/regional communications in terms of media relations, networking with governments and other institutions including international organisations, non-governmental organisations, civil society and the private sector;
  6. Ability to work with people of different nationalities, religions and cultural backgrounds;
  7. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
