JOB TITLE: Deputy Dean of Postgraduate Studies and Executive Education, Westminster International University in Tashkent (WIUT)

REPORTS TO: Dean of Research and Postgraduate Programmes

PURPOSE: The Deputy Dean on Postgraduate Studies and Executive Education will provide the academic leadership and strategic direction for the development of the portfolio of Programmes as a whole and the learning experience of Postgraduate and Executive students. The Deputy Dean will support the Dean of Research in ensuring and enhancing the quality of Teaching and Learning environment of Postgraduate and Executive Education programmes; they will plan and develop the staffing and oversee the day-to-day management of its operations.

PRINCIPAL ACCOUNTABILITIES:

  • To manage the strategic planning and operational development of the Postgraduate and Executive education programs through the production of business plans and budgets, the identification and monitoring of markets and competitors for educational and consultancy work.
  • To develop and oversee the delivery of the portfolio of Postgraduate and Executive programmes in particular the quality of the student experience.
  • To oversee the analysis of Student Feedback and review as part of the Quality Enhancement process.
  • To work with the Deans to ensure that the teaching, learning and research strategy of the University enhances the development of teaching, learning and research across the Postgraduate and Executive programmes.
  • To manage the processes for the Quality Assurance and Enhancement of all Postgraduate and Executive courses in accordance with University of Westminster and WIUT standards and regulations.
  • To oversee and ensure the continuous development, renewal and marketing of the portfolio of Postgraduate and Executive education, consistent with the national and international marketing strategy of the University.
  • To develop and enhance the curriculum in the Postgraduate and Executive education programmes of the Faculty to meet the needs of modern Uzbek society and international requirements within the framework of Postgraduate and Executive education curricula in the UK, Europe and the International community
  • To participate as a senior manager in the Recruitment, Retention and development of Staff principally those that teach on the Postgraduate and Executive programmes working with the Deputy Dean on Teaching in the appraisal and development of such staff.
  • To ensure that staff of the Faculty provide accurately and timely information for its administrative and student communications systems, and to deal effectively with problems including equal opportunities, health and safety, disciplinary, grievance and complaints procedures including operation of the student disciplinary procedure as required.
  • To ensure adherence to University and, where appropriate, professional body requirements for all Postgraduate and Executive education programs, developed and delivered by members of the Faculty, the maintenance of professional standards in teaching and the maintenance of effective relationships with existing and potential students.
  • To promote opportunities for effective generation of income through Research Project Consulting services, Executive Education courses, Knowledge Transfer activities as consistent with University standards, policies and strategy.
  • To assist in the effective management and development of the learning resources of the University, so that it provides a viable and attractive learning environment for students and staff, and continuous improvement in the quality of teaching and learning.
  • To be a member of the Faculty Management Team, developing and participating in the strategies, policies and planning of the Faculty
  • As a Senior Member of the University to contribute to the development of the University internally and externally.
  • To carry out any other University responsibilities as may reasonably be required by Dean of Research from time to time.

PERSON SPECIFICATION

Qualifications

Postgraduate degree and established academic and professional reputation, including a relevant research record or professional practice in an area within the subjects covered by the University are essential. Membership of the UK’s Higher Education Academy (HEA) or equivalent and senior membership of an appropriate professional body and a management qualification are desirable.

An outstanding track record of personal achievement in teaching, research and/or practice in his/ her main discipline are essential, and evidence of the ability to successfully manage and motivate staff and other resources would be a distinct advantage. A high level of analytical and administrative ability is essential as well as significant experience of academic administration, such as course and module leadership, quality assurance and curriculum development. A good understanding of business planning, resource management, and of the issues affecting HE are essential.

International experience in particular in the area of Transnational Education would be an advantage, and understanding of the cultural and environmental issues relating to the delivery of international education is required. Awareness of capability development programmes, models and issues, would be an advantage.

Desirable attributes include a track record of significant achievement in the following areas:

  • An Academic and professional experience of Education, in particular Teaching and Learning, the development of Educational Professional Practice and its application to a HE Learning environment
  • Course and curriculum development and the development and introduction of improved methods of teaching and learning
  • Development and management of effective quality assurance and enhancement procedures, including active involvement in committees and working groups
  • Development and delivery of international programmes, in particular transnational experience.
  • Management of staff and staffing budgets, including the effective handling of appraisal and staff development activities
  • Development of continuing professional development and knowledge transfer programmes in collaboration with business partners, industry and professional bodies, preferably including some international experience
  • Developing business plans, budgets and project plans and successfully managing resources within them.
  • Aptitudes, abilities, skills and personal qualities

Essential qualities include:

  • Leading change by championing the vision and supporting the people involved. Planning and putting in place the necessary work plans, resources and supporting systems, including monitoring and communications.
  • Taking ownership and control and exercising leadership; initiating action and taking responsibility.
  • Setting ambitious but realistic goals. Showing commitment to their own personal development and identifying development strategies needed to achieve work and career goals.
  • Cultural awareness and the ability to manage cultural differences, tensions and personal differences. Tact and diplomatic skills in relation to handling such cultural dimensions, in particular personal and interpersonal issues.
  • Seeing and contributing to the big picture, showing the way forward so others understand what they must do to align their efforts to university-wide goals
  • Providing direction, inspiring others and taking responsibility for contributing to and delivering results to achieve the University’s mission and goals.
  • Sensitivity to the culture and an understanding of the Central Asia region are essential, together with the ability to adapt to different ways of working.
  • A positive commitment to internationalism in HE, the nature and development of international standards in Higher Education
  • Well-developed interpersonal communications skills, including effective use of email and electronic document management
  • Language skills in particular a high command of oral and written English, equivalent to a native speaker; an understanding of Russian will be an advantage.

TERMS AND CONDITIONS

The post holder will be based in Tashkent and employed by Westminster International University in Tashkent (WIUT) on a WIUT employment contract. Where travel to the UK for meetings at the University of Westminster (UoW) is required, travel costs will be covered by the UoW-WIUT partnership budget.
