AREA SECURITY FOCAL POINT (100%) - WESTERN UKRAINE (LVIV)

Deutsche Gesellschaft f?r Internationale Zusammenarbeit (GIZ) in Ukraine (UA) is seeking a qualified professional as the Area Security Focal Point (ASFP) for western Ukraine, based in Lviv. He/she will be the single point of contact for coordinating all safety/security related trainings as well as overseeing Hibernation, Relocation and Evacuation (HRE) plans for GIZ's eastern duty stations and staff based in the GCA. This will involve extensive networking amongst Ukrainian security agencies, UNDSS and other IOs/NGOs in western UA. He/she will be required to travel to the other GIZ UA duty stations in the western region and to Kiev at least once a month.

Areas of responsibility:

  • Monitoring the security context in western UA, producing a weekly written assessment on developments impacting on medium- to long-term risks to GIZ operations.
  • Closely monitoring early warning indicators that could trigger changes in the GIZ profile in western Ukraine, focusing on belligerent parties and crime, and advising project staff on these.
  • Contributing to the Country Risk Assessment, as required by the Security Risk Management Advisors (SRMAs) in Kiev.
  • Establishing and exercising the Hibernation, Relocation and Evacuation (HRE) plans for all GIZ project staff in western Ukraine.
  • Briefing at Management Team Meetings, as well as providing ad hoc written security updates on western Ukraine.
  • Proactively supporting GIZ projects with risk assessments and recommendations during project planning as well as implementation.
  • Conducting thorough Site Security Assessments (SSAs) and annual SSA reviews on all GIZ premises in western UA, and proactively assisting projects in implementing recommendations.
  • Preparing for and attending Security meetings led by the SRMAs.
  • Maintaining information networks in western Ukraine, especially with local actors in the security and risk management field.
  • Acting as the primary liaison between GIZ and UA Civil-Military Coordination (CIMIC) staff and law enforcement agencies.
  • Supporting the project Security Focal Points (SFPs) in western UA to ensure minimum security standards.
  • Accompanying external visitors conducting medical facility evaluations and other risk-related assessments in GIZ duty stations in western UA.
  • Continually assessing the list recommended hotels and taxi services for GIZ staff in the GIZ UA duty stations.
  • Coordinating Security and Safety-related trainings for GIZ UA duty stations in western Ukraine as required by the SRMAs.

Qualifications and Experience:

  • At least 3 years of experience within Crisis Management, Security Risk Management (SRM) or another related field is essential (i.e. officer rank in the police / military, DSNS or as a political or military analyst)
  • SRM experience within an international organization / INGO is important.
  • Hands-on experience in conducting site security and safety assessments is highly desirable.
  • An intimate knowledge of the regional and national political and security context is essential.
  • Demonstrable knowledge and existing networks in western Ukraine, especially Lviv.
  • Relevant experience in information management, information analysis as well as the ability to write and present security assessments is essential.
  • Experience in coordinating low-level safety trainings, such as Fire Safety and First Aid courses is desirable.
  • Language skills: Ukrainian and Russian: native or bilingual proficiency; English: professional working proficiency is essential, as the ASFP would be almost entirely remotely coordinated by the SRMA in Kyiv. He/she will require a high level of English comprehension as well as the ability to present briefings and draft written reports. German: is an asset.

Employment conditions:

  • full-time position with 40-hours working week, 2 years contract with possibility of extension.
