RA Group requires a senior level Lead based in Atyrau to set-up, run, and coordinate a codes and standards system and regulatory compliance query process. Under direction of the RA Deputy Manager the Lead will be required to implement the Compliance Query process for all queries related to regulatory affairs on FGP Project.

· Provides support and assistance to RA Deputy Manager as requested

· Responsibilities in three areas: Codes and Standards, Compliance Queries, management of RA input to Pre-Award contracts

· Proper implementation of the Codes, Standards & Query (CSQ) process across the project

· Coordinate activities of RA Subject Matter Experts (SMEs) in researching and resolving regulatory compliance queries from FGP departments

· Evaluate the technical and legislative aspects of regulatory compliance queries to ensure complete and accurate query response

· Assist to monitor / report regulatory compliance activities of 3rd-party contractors operating on assets

· Ensure that Regulatory Database and Index are constantly updated to include the most recent RoK regulatory documents and their status

· Develop and maintain:

- RoK Codes and Standards tracking register

- RA Compliance Matrix

- Project RA Schedules

- Compliance Query Register

- RoK Forms Register

- Correspondence Register

- and other administrative products of RA department

· Coordinate official RA correspondence with RoK regulatory agencies

· Manages the process of ensuring reliable RA input to pre-award contract documentation

· Coordinates the review of pre-award contract documentation for inclusion by RA SMEs of RA requirements, ensuring RA attend pre-award meeting, clarification meetings, coordinates the responses to clarifications related to RA at the pre-award stage

· Assist RA Deputy Manager in developing the requirements for a compliance query database, as well as a codes and standards tracking database

· Coordinates with translation group as required

· Interfaces with Project workgroups to clarify queries

· Expedite the timely responses to queries from RA SMEs

· Author plans, procedures, work instructions, presentations relative to work scope

· Compile and submit Weekly and Monthly Reports, including calculation of progress statistics

Requirements

Shall be educated to degree level and must be fluent in both English and Russian languages with ability to make presentations and write effective reports. Minimum 10 years previous experience on major oil and gas project is essential. Previous experience in Regulatory Compliance on a major capital project is essential. Proactive, responsible, person with a keen attention to detail, and flexibility to adjust approach during execution of activities, as well as multitask, whilst maintaining priorities. Commitment to safety and ability to integrate and work effectively in multi-national team environment.
