Mercy Corps Uzbekistan is searching for a highly qualified Communications & Outreach Officer who writes, edits, and works as part of a fast-paced team to develop and disseminate internal and external communication products and reports about Mercy Corps' Food for Education and Nutrition program in Uzbekistan.

The Communications & Outreach Officer is responsible for development of external and internal communications products and using appropriate dissemination and outreach channels. The Communications Officer will be responsible for documentation, learning and communication. S/he will be responsible for conducting, documenting and recording partners' interviews and conversation as well as cataloging stories/quotes for project descriptions and qualitative data use that feed into needs of Mercy Corps and donor reporting requirements. The position will work closely with M&E and Program teams to highlight both quantitative and qualitative program successes and lessons learned.

Essential Responsibilities

  • Develop factual, brand-compliant, and high-impact communications products for both online and print purposes.
  • Produce online and print reports and press releases for local journalists and coordinate for local distribution.
  • Work with sector heads to ensure that case studies and stories are documented and communicated periodically. Prepare and update program communication materials as needed.
  • Catalogue stories and quotes for project descriptions and qualitative data use.
  • Collection, cataloging, and organization of programmatic and organizational knowledge.
  • Conduct, document, and record beneficiary interviews and share all learnings from program implementation.
  • Work closely with program team members to develop and maintain excellent communication, and facilitate periodic reflection and analysis of program monitoring information that feeds into programming and learning.


PROGRAM MANAGEMENT

  • Work with the regional M&E Officer and Community Engagement & Outreach Coordinator to identify key regional data to be highlighted for external reporting purposes.
  • Visit program sites and partners to collect supplementary data, content for success stories, and conduct other qualitative research.
  • Routinely produce and catalogue success stories and quotes for project descriptions and qualitative data use.
  • Actively contribute to report writing on information including but not limited to program implementation, PR events, delays & challenges.
  • Work with the program team technical coordinators to ensure print materials distributed to local preschools and communities are culturally appropriate and sensitive.
  • Coordinate with the program team and the local print house to ensure sufficient materials printing for community distribution.


INTERNAL COMMUNICATION & KNOWLEDGE MANAGEMENT

  • Train regional team members on internal communications policies and appropriate usage.
  • Actively promote program successes and regional office events using Mercy Corps' internal communications platforms.
  • Follow strict compliance with restricting Personally Identifiable Information on information systems and ensure appropriate filing and maintenance of all photo and interview consent forms.


OUTREACH, BRANDING, & VISIBILITY

  • Maintain professional relationships with local government officials, program preschool staff, private sector partners, NGOs, other development organizations, and local civil society organizations.
  • In coordination with the Community Engagement & Outreach Coordinator, create and maintain a database of local TV, radio, print media, and journalist contacts.
  • Work with the Community Engagement & Outreach Coordinator to identify and suggest promotional opportunities for the program and local media engagement.
  • Under guidance from the Communications Specialist and the Community Engagement & Outreach Coordinator, help facilitate regional press tours and high-level visits.
  • Ensure that all print and digital materials comply with Mercy Corps and donor branding, and visibility requirements.
  • Serve as the office focal point for Mercy Corps document templates and, as needed, provide guidance and support to team members on document formatting and design.
  • Conduct routine monitoring of local media for any program coverage and catalogue any articles.
  • Provide small translation work and/or as needed coordinate with the Translation Company to ensure that all external documents and social media posts are in relevant local languages.

Requirements:

  • University-level degree in communication, journalism, humanities, education, or related field.
  • Minimum 4 years of professional experience.
  • Native fluency in Uzbek language. Advanced English language skills required. Russian language fluency is desirable but not required.
  • Strong writing and drafting skills.
  • Solid computer skills: must be able to work effectively and accurately with Microsoft Word, Google docs, Excel, email and internet applications.
  • Strong social media skills and ability to create relevant and eye-catching posts using a variety of social media platforms.
  • Knowledge of local media channels (TV and radio), as well as print-media and local journalists is required.
  • Photography experience is preferred, but not required.
  • Advanced communication skills and being able to work independently/remotely.
  • Demonstrated ability to work on a team as a part of a multisectoral approach.
  • Previous NGO work experience preferred but not required.
