JOB SUMMARY:

The USAID Regional Water and Vulnerable Environment (WAVE) activity promotes economic stability and prosperity, and healthy ecosystems by strengthening regional capacity to manage shared water resources and mitigate environmental risks in the Syr Darya and Amu Darya River basins, shared by five Central Asian states – Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The five-year USAID WAVE activity takes a multi-level governance approach to tackle complex regional water challenges by strengthening collaboration through stakeholder dialogues, shared vision development using evidence and modeling, and collaborative action across sectors and governance levels. WAVE seeks to improve the capacity of small and regional river basin councils to identify and address water management issues; and support regional collaboration among national governments, effective joint water management, and legal/regulatory improvements.

The Capacity Development and Education (CDE) Lead reports to the Chief of Party. He/she is responsible for Objective 1 to support the development of human capital and the strengthening of educational institutions that address integrated water resource management including water, energy, environment, and the agricultural nexus in the Central Asia region. The CDE Lead oversees strategies to develop capacity and education interventions and coordinates closely with the Water Policy and IWRM leads to integrate capacity development initiatives across all activities. This is anticipated to be a full-time position based in Almaty, Kazakhstan.

MAIN RESPONSIBILITIES AND TASKS:

The Capacity Development and Education (CDE) Lead is responsible for Objective 1 strategies and activities and his/her responsibilities include, but are not limited to, the following tasks:

  • Provide oversight and guidance to the development, implementation, monitoring, and evaluation of Objective 1 strategies and activities to support capacity development and education among key water-environment stakeholders;
  • Coordinate with other Objective Leads to strengthen institutional capacity and connect basin planning and demonstration activities to capacity development;
  • Strengthen the technical capacity of water stakeholders and policymakers;
  • Develop and implement an action research and learning agenda with priorities defined by stakeholders;
  • Develop a regional Water-Environment Community of Practice;
  • Work closely with the Communications Director to integrate strategic use of communication tools as appropriate;
  • Supervise and mentor technical staff contributing to capacity development efforts;
  • Support the identification of short-term technical assistance needs and manage consultants as needed;
  • Contribute to work planning, grants development, and other strategic activities as needed;
  • Lead and provide technical assistance to team members to design and implement activities that stem from Objective 1;
  • Work closely with the MEL Manager to ensure the monitoring, evaluation, reporting, and ultimately, achievement of Objective 1 targets and results;
  • Produce quality technical deliverables and ensure that reasonable deadlines are set and met;
  • Serve on the Program Management Team; bring relevant technical issues and decisions to the PMT for discussion and resolution;
  • Manage WAVE resources responsibly and adhere to all policies;
  • Professionally represent WAVE and manage collaboration with key partners: government, private sector, and civil society following WAVE protocol.

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION:

Advanced degree in Water Resources Management, Climate Change, Environmental Protection, or another relevant field.

WORK EXPERIENCE:

Master’s degree with at least five (5) years’ relevant experience, or bachelor’s degree with at least seven (7) years experience in the relevant field of work. Preference is given for experience in the successful implementation of integrated water resource management (IWRM), transboundary water cooperation, or water and environment programs

Minimum five (5) years experience in technical positions focused on capacity development initiatives

Experience working with Central Asian educational institutions.

SKILLS:

Demonstrated understanding of the water policy sector and transboundary water challenges in Central Asia.

Demonstrated ability to establish and sustain partnerships and strong working relationships with donors, host country government counterparts, academic institutions, and civil society.

Proven experience navigating complex and high-pressure operating environments.

LANGUAGES:

Professional fluency in written and spoken English and Russian is required.
