  1. POSITION SUMMARY (PURPOSE)

The job holder will be responsible for technical and mechanical integrity support for static mechanical equipment across the facility. This includes providing technical instruction & procedures, equipment assessments & repair, design engineering review, maintenance support, and inspection of pressurised systems.

The job holder will manage and implement a comprehensive mechanical integrity program(s) centred on risk & reliability-based methodologies required to ensure the safe, efficient, reliable operation and regulatory compliance.

It is essential that that the individual has experience in field-engineering, inspection techniques and has previous asset integrity experience in autothermal/steam methane reformer and air separation equipment or similar complexit,y likely in the Petro-Chem sector. Pressure System equipment in scope includes reformers, pressure vessels, columns, heat exchangers, storage tanks, process piping and safety devices.

This position will interface with operations, maintenance, engineering, metallurgy, 3rd-party engineering and inspection firms to address fixed equipment engineering challenges. Consequently, the position requires teamwork, communications, organization, change management, work process optimization, planning, leadership, and hands-on technical skills.

Operating Sites: Currently 3 Industrial Gases production locations.

PRINCIPAL ACCOUNTABILITIES

Technical

  • Develop, implement and manage a comprehensive risk-based Mechanical Integrity program for all Pressure System equipment. Provide appropriate technical guidance and detailed instructions to schedule, execute, and monitor compliance of maintenance plans.
  • Provide engineering guidance, evaluation and assessments to ensure reliability and maintainability of equipment. Oversee inspection & quality assurance initiatives for all aspects of Pressure Equipment including troubleshooting, maintenance, repair, and test activities.
  • Provide design engineering for Pressure System equipment including development of technical specifications, review of mechanical strength calculations and fabrication drawings.
  • Implement and develop Pressure System equipment procedures, best practices, inspection contracts, and contractor selection guidelines.
  • Utilize predictive and other non-destructive inspection & test methodologies to identify and isolate inherent reliability problems.
  • Develop detailed engineering specifications, evaluate quotations, perform technical bid evaluations & vendor document review, and validate acceptance testing related to the procurement of pressure equipment.
  • Lead and provide technical support services for new installations, plant modifications, on-going operations, and continuous improvement and maintenance activities. Ensure the activities related meet legal requirements and comply with company safety and technical standards.
  • Provide technical support and Pressure Systems leadership for Management of Change, Hazard Reviews and other safety related initiatives required to drive process safety compliance. Consult company process safety personnel as required for additional technical support.
  • Provide technical leadership and support/lead/participate in incident investigations and Root Cause Analysis to identify & implement sustainable corrective actions.
  • Develop repair procedures & inspection plans and provide technical guidance to plant operations, maintenance, and engineering personnel regarding Quality Assurance (QA) inspection types and methods. Maintain accurate document control and monitor quality assurance initiatives.
  • Implement/Maintain expertise in existing and new technologies associated with the inspection of pressurized systems (e.g. Advanced Ultrasonics, Shear Wave, Eddy Current, Acoustic Emissions).

Repair & Maintenance

  • Develop maintenance plans based on the mechanical integrity program for Pressure System equipment. Work closely with Maintenance for planning, preparation, execution and close out of maintenance plans.
  • Establish & maintain close working relationships with Operations and Maintenance personnel to monitor, evaluate, inspect or repair Pressure System equipment.
  • Provide guidance to help develop and implement engineering solutions to repetitive failures and other conditions which adversely impact plant operations.
  • Provide technical support for planned/unplanned equipment or plant shutdowns.
  • Develop and implement inspection & test plans for operation of Pressure Equipment during fabrication / installation / repair activities.
  • Provide technical reviews to repair / replace, repair / redesign, and make / buy decisions.
  • Provide engineering guidance to the Maintenance team in setting spare parts inventory levels, manage quality, and provide input to inventory strategies.

Operations

  • Provide Pressure Systems engineering support to Operations for any safety, reliability, product quality, and efficiency objectives or initiatives.
  • Participate in technical reviews, operation and optimizations (productivity) projects, and site-specific procedure development & implementations.
  • Ensure EH&S procedures are followed for all Mechanical Integrity related tasks including Safety Work Permits, LOTO, Confined Space, etc.
  • Establish & maintain interface with relevant company functions, regulatory and statutory inspection offices.

  1. KNOWLEDGE AND EXPERIENCE REQUIRED:

Education & Experience

  • Mechanical Engineering graduate with >10 years of relevant experience in chemical / refinery / gas plant maintenance / inspection / engineering.
  • Experience in static equipment maintenance & repair, asset/mechanical integrity and work process management.
  • Working knowledge of Pressure Vessel & Piping (e.g. ASME, EN, GB and ANSI) codes for design, inspection, and repair.
  • An in-depth knowledge of deterioration and damage mechanisms impacting high-temperature equipment is required
  • Knowledge in Fitness for Service procedures and assessments to Industry Standard e.g. API 579 is beneficial.
  • Knowledge in Risk-based Inspection (and assessments) to industry standard procedures (e.g. API 580/1) is an essential.
  • A good working knowledge of design, materials, manufacturing techniques, standard non-destructive test methods (e.g. Radiography, Ultrasonics, Magnetic Particle Inspection, Dye Penetrant) and specialist non-destructive test methods is required.
  • Experience in design and an in depth understanding of the engineering principles on which the various codes of construction are based in order to make professional assessments. Practical experience in fabrication is also required, particularly when formulating or assessing repair procedures.
  • Working knowledge of Welding procedures, qualifications, inspections, and quality assurance.
  • In depth knowledge and experience in various types of inspection & test (e.g. NDT/NDE) techniques for in-service and out-of-service equipment.
  • Desirable to have ASME / API Pressure Vessel or Piping Inspector qualification.
  • An understanding of the management, monitoring and repair of Refractory equipment/systems is beneficial.
  • Desirable to have Materials Engineering or Materials Science or an understanding of material compatibility.
  • In-depth understanding of relevant national/local legislation or regulation relating to pressure equipment national and inspection requirements. Experience in interacting with in-service inspection companies and Notified Bodies would be an advantage.
  • Working with a Maintenance Scheduling Software (e.g. SAP, Maximo) and a Mechanical Integrity Management Software system is an advantage.
