• MAIN FUNCTIONS AND TASKS

• Prospecting, identification and appraisal support for projects in Kazakhstan
  
  Context:

• Kazakhstan is within the scope of operations of AFD with a mandate to promote green and inclusive development. AFD's financial mandate in Kazakhstan is limited to sovereign financing only and AFD has not developed any activity in the country yet. Currently, only Proparco, the AFD Group subsidiary, has financed two private sector operations in Kazakhstan.

  A prospecting mission held in December 2020 showed the existence of financing needs in AFD's priority intervention sectors (renewable energy and energy efficiency, urban services, sustainable and efficient agriculture projects, support for the development of small and medium-sized enterprises and women's entrepreneurship) as well as the interest of the Ministry of Finance in AFD's intervention in budget financing. Some multilateral banks operating there have also expressed their interest in co-financing operations.

  These different opportunities are being actively explored.

  
  Content of the mission:

• Building on the work already done and under the supervision of the Tashkent Office Director, the consultant will conduct the following tasks:

• To be the "agency interface" for all contacts with interlocutors in Kazakhstan (local authorities, international financial institutions, etc.) as well as for the Country Manager and the Project Team Leaders at headquarters;
• Conduct missions to Kazakhstan as required for project identification and appraisal;
• Coordinate with the representatives of the French Embassy in Nur-Sultan.
• Developing non-sovereign activities in Uzbekistan
  
  Context:

• The indicative program of activities for the period 2018-2021 established with the Uzbek authorities provides for the analysis of non-sovereign operations relating to (i) the financing of public enterprises, public financial institutions and local authorities and (ii) private sector development.

  This request from the Uzbek authorities is in line with the Uzbek state's reaffirmed desire to limit its debt, while public debt has been growing rapidly since 2017 (while remaining at low risk of over-indebtedness according to the International Monetary Fund).

  In this context, the Uzbek government is encouraging public companies to take on debt directly without a state guarantee.

  AFD is therefore currently getting in touch with several uzbek entities (financial and non-financial) looking for financing without state guarantee. An analysis of the Uzbek banking sector has been finalized.

  Content of the mission:

• Building on the work already done and under the supervision of the Tashkent Office director, the consultant will conduct the following tasks:

• To be the "agency interface" for all contacts with non-sovereign entities (public banks, local authorities) as well as for the Country Manager and the Project Team Leaders at headquarters on these files;
• Assist the Project Team Leader in the appraisal of non-sovereign projects.

Требования к работнику:

• Education: Master

• PC knowledge: Proficient user of MS programs

• Knowledge of a foreign language: Excellent knowledge of English is essential. Fluency in Russian is also requested. Without being a prerequisite, a good knowledge of French would a strong asset.

• Ability to work in a team and excellent interpersonal skills
• Previous experience in an International Financial Institution
• High degree of autonomy in work and organizational skills
