Requirements:

Min Nebosh IGC - Internal auditor preferred;

Min 5 years relevant experience in on shore construction site, in the HSE position;

Knowledgeable in ISO 9001, ISO 14001 and OSHA 18001, standards and HSE management systems is highly preferred;

Strong passion in HSE;

Good MS Office skills particularly in Excel, Words and Power point;

Able to work independently and meticulous;

Good English level and fluent in the Russian and Kazakh Languages.

JOB DUTIES

In order to execute the assigned duties HSE Officer is obliged to:

1. Supervise and monitor the execution of Contractor site work activities by conducting regular daily inspections, ensuring the observance of labor safety legislative and other regulatory legal acts, Company Standards and Contractor procedure.

2. Conduct a daily tour of the Contractor working areas and log details of the observations on an observation register.

3. Verify during daily inspections on working areas that Contractor operations are compatible and that Contractors adopt the necessary precautions to limit the risk of interference or potential accident .

4. Report unsafe conditions and unsafe acts immediately to Contractors HSE representatives.

5. Report immediately to the site HSE Coordinator/Manager any serious safety breaches that place workers in life-threatening situations.

6. Participate with Contractors in checking and inspections of technical condition of office, site, accommodation, canteen, equipment, tools, vehicles, condition of sanitary-engineering installations, personal and collective protective equipment, identification of their conformity with requirements of labor safety regulation, Company Standards and Contractor procedure.

7. Perform audits to Contractor on a regular basis to ensure compliance with HSE management system, with the goal of achieving Contractor work activities without incident, harm to personnel or damage to property or the environment.

8. Participate in training, drills and exercises for emergency preparedness and response.

9. Follow up Contractor accident investigations to ensure close-out or recommendations to prevent recurrence and ensure communications of results across Contractor workforces.

10. Ensure that tool box meeting and job safety analysis are carried out by Contractor before commencing any activities.

11. Ensure that Permitting Procedures is implemented on site by Contractors.

12. Any other HSE related duties that may be required by site HSE Coordinator/Manager and Company Management.
