KEY RESPONSIBILITIES AND ACCOUNTABILITIES:

• General assistance and advice as required to the Project Manager and the delivery of best practices and systems within the commercial group in alignment with RG Processing's strategic and operational objectives;

• Contribute to the strategic management of the study or project.
• Contribute to the RG Processing study or project management Team to ensure the development of integrated management systems and practices for the study or project;
• Assist in the development and retention of the relevant competencies within the study or project group to secure and maintain competitive advantage;
• Assist in the development, implementation and continuous improvement of systems to manage risk;
• Communicate risk management policies and practices within the organisation and ensure understanding of and compliance with these policies;
• Manages the negotiation of contracts with construction and/or service contractors, ensuring that these are conducted in a commercially viable context and in accordance with guidelines set by the Project Manager;
• Audit and continuously monitoring of the application of risk management policies and practices within the study or project team;
• Prepares contracting General Terms and Conditions, Special Terms and Commercial standards for the study or project based on international practices coupled with KAZAKH local contracting legislation;
• Ensure (where applicable) that all subcontract and major supplier conditions are comparable with Head Contract for each project and that all contracts are managed in a commercially and financially sound manner.
• Develops Contracting Plan for incorporation into the Project Execution Plan;
• Maintain knowledge of the standard forms of contract in general use in the international construction industry;

• Conduct the dispute resolution of specific subcontract issues;
• Coordinate the accurate, reliable and timely compilation of project reports and forecasts;
• Comply with all Company policies and procedures;
• Assist with effective training and development of other project contract management teams and individual members;
• Ensure that all contract management functions are in compliance with the relevant RG Processing and project procedures for Procurement and Contracts;
• Preparation of project subcontract status reports for project reporting cycles as well as maintains Contracts Dashboards;
• Compile and issue Requests for Tenders (RFT’s) to identified suitable tenderers, receive and open tenders, adjudicate commercially and recommend for award/ acceptance on all studies and projects and;
• Develops and applies appropriate code of conduct in the management of the department day to day affairs ensuring integrity and compliance with the corporate rules and regulations.
• Assistance (when necessary) with procurement (buying), cost control, scheduling and estimating functions.

CORE COMPETENCIES & SKILLS:

Essential:

• Ability to engage in negotiations at all levels in the English and Russian Languages;
• Ability to establish, improve maintain relevant work practices;
• An understanding of terms and conditions of various forms of contract and an ability to translate this understanding into appropriate action as regards structuring tender and contract documents;
• Flexibility in approach to workload and willingness to assist others where feasible;
• Appropriate Team Membership behaviour;
• Relevant knowledge of the industry at international as well as local Kazakh levels;
• Previous involvement in Commercial activities at a Senior level in international EPCM/ EPC projects;
• Good interpersonal and communication skills for internal as well as external liaisons, and;
• Management with leadership ability.

Desirable:

• Willingness to travel to remote locations for short periods when necessary;
• The requisite competence is present and maintained;
• The implementation of processes to manage the organisation's risk and the continuous improvement thereof to reduce its risk profile over time;
• Appropriate and effective responses to litigation;
• Diminishing litigation actions against the Company;
• Commercially viable, managed-risk contracts negotiated with construction and service contractors on behalf of clients;
• Competent resources in place to deliver quality outputs;
• Client satisfaction, with the perception that the Commercial Group provides the necessary support for the project execution within the set strategy and objectives, and;
• To actively pursue excellent Health, Safety and Environmental performance standards and to encourage all staff to achieve or outperform the indicated HSE KPI’s of GRD RG Processing.
