Contracts Engineer (Almaty 5/2, from September East of KZ rotation 14/7)

ESSENTIAL DUTIES:
? Assist, execute, manage, record and administer all requests for contracts services.
? Manage, develop and prepare contract tender documents, plans and strategies based on identified contracting requirements and provide regular progress status reports of all contracting activities.
? Ensure timely and professional service while executing the preparation and evaluation of bids, negotiation with bidders, recommendations to the Project.
? Serve as the point of contact on behalf of the Project for all correspondence with contractors, preparation of contract documentation, issue contract awards and regret letters, manage contract administrators and close out of contracts. All work will be performed in English and Russian language.
? Coordinate with other team disciplines and members of Project Controls, actively participate, train, and monitor individual staff development plans in accordance with company requirements.
? Assist and lead the implementation of the standard company contracts administration systems and related data and reporting systems.
? Monitor and provide administrative support on contract matters relating to Government regulatory compliance, claims, disputes, invoicing/payments, correspondence, backcharges, taxes, insurance, liability, indemnities, bonds and retentions.
REQUIRED TECHNICAL SKILLS, TRAINING & EXPERIENCE:
? Degree in business, law, engineering or equivalent.
? 3-5 years experience in contract administration with 2 of those years working on contracts formation, proposals and bid evaluations.
? General understanding of the Kazak business, legal system, company law, immigration, manpower, tax, importation, mining and energy regulations.
? Strong experience level evaluating bidder proposals for compliance with the RFP requirements and preparing bid tabs for comparison and evaluation.
? Ability to communicate contracting strategies with Project team and effectively manage the bidding process with contractors.
? Well developed computer skills to be able to implement and maintain effective systems and processes.
? Strong analytical capabilities and negotiating skills, sound business sense, advanced documentation skills with high attention to detail.
? Advanced oral and written English and Russian language skills suitable for commercial negotiations and documentation.
