Central Asia Regional Electricity Market (CAREM)

The USAID Power the Future Program hereby invites Local Individuals to apply for the following position: POWER MARKET SPECIALIST.

Background

The US Agency for International Development (USAID) launched the Central Asia Regional Energy Market (CAREM) project, which is a three-year (August 15, 2018 – August 23, 2021) project that will provide technical assistance and capacity building to all five Central Asian countries to strengthen and operate an economically viable market-based regional power system. The system is expected to enhance energy security, promote economic growth, attract private investment in each country’s power sector, and allow for increased cross-border electricity trading between countries in Central Asia and with some countries in South Asia.

The CAREM project is being implemented by Tetra Tech under the Power the Future Regional Program and its activities will be implemented in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The project will work closely with national governments, donors, national transmission system operators, national regulators, and other key national and regional stakeholders, to address the policy, legal, regulatory, technical and financial barriers preventing countries to increase cross-border electricity trade.

CAREM will have two workstreams which will proceed in parallel to meet project objectives. The activities under the workstreams are:

  • Improving technical conditions to facilitate trade. Activities will include: (a) conducting an initial high-level assessment of the condition of all national transmission systems, focusing initially on getting existing interconnections strengthened, and national transmission systems upgraded/ modernized and operated in a coordinated manner with neighboring systems to enable and increase in the volume of existing power exchanges. This will be followed by the preparation of a broad power system study that will result in specific recommendations for improving the power infrastructure in the region.
  • Increasing the volume of bilateral power exchanges. This will include: (a) addressing present obstacles preventing bilateral electricity trading in larger volumes, and formulating recommendations to overcome them; (b) reviewing national policies, laws, and regulations seeking to harmonize them, and drafting regional rules and procedures to create the necessary conditions leading to the implementation of a sustainable regional cross-border power exchanges using a common trading platform.

Duties and Responsibilities

The Power Market Specialist will bring a sound understanding and a strong track-record in regional electricity markets design and operation. He/she will report directly to the Power Market Lead, and will be responsible for providing technical support to all activities directly related to increasing bilateral cross-border electricity trade between all five Central Asian countries. In this capacity, the Power Market Specialist will:

  • Review existing agreements governing bilateral electricity trades between countries, as well as existing trading platforms and implemented procedures, and provide expert opinion on what is preventing the increase of cross-border power exchanges;
  • Conduct review of power sector regulations that are relevant to the creation of a regional electricity market, and prepare recommendations for their improvement;
  • Develop the concept of a regional electricity market including its overarching principles, and prepare a draft of rules and regulations that will govern its operation;
  • Participate in the development of financial models for forward-looking analyses of CA power sectors;
  • Liaise and communicate effectively with stakeholders to provide relevant information, assistance and technical support;
  • Lead the development of a market model that could be adopted by all countries and operate at the regional level to allow trading power and energy considering national and regional specifics and transmission limitations;
  • Conduct trainings in the form of workshops and seminars to build the capacity of local counterparts on competitive electricity markets operation;

Selection Criteria

  • Master’s degree in Engineering or Economics;
  • At least ten years of relevant professional experience in power markets;
  • Demonstrated analytical abilities;
  • Strong verbal and writing communication skills in Russian, with a good command of English;
  • Good knowledge and understanding of Central Asian power systems;
  • Ability to work with a multi-cultural team;
  • Experience working on USAID or other donor-funded projects would be a plus;

Job Location

The Power Market Specialist will be employed by Branch Office Tetra Tech ES, Inc. in the Republic of Kazakhstan, and he/she will be based in Almaty, with occasional travel to Astana and to countries of Central Asia. The duration of services is 12 months, renewed based on performance. The expected starting date is December 01, 2018.
