JOB TITLE: Director of Finance

REPORTS TO: Deputy Rector on Finance

PURPOSE: The Director of Finance is responsible for the overall performance of Planning& Finance and Accounting Departments, providing day-to- day leadership and direction with respect to policies, practices, systems and operations

CONTEXT:

In line with WIUT’s Development Strategy, University structure is being transformed. This process, among other areas, is focused on improvements of financial and accounting management. Long lasting analysis as well as overview of best practices from for-profit and non-for-profit organizations indicates the increasing importance of automation of financial management, which require transformation from old-style financial management approach with periodical controlling functions over performance of budgets and follow up daily accounting routine on to higher level analytical, flexible, smart cost-center approach.

Changes will require reconsidering all established business process as well as existing records system. This change will require a roadmap development for transformation of current financial and accounting system of the University into an automated system which shall involve all other units of WIUT with the aim to integrate those units into one network system.

In order to respond to these challenges, WIUT Executive Team has decided to establish the position of the Director of Finance who shall lead the process of the financial transformation.

PRINCIPAL ACCOUNTABILITIES:

Under the direct supervision of the Deputy Rector on Finance and overall guidance of the Rector the Director on Finance shall:

• Drive the financial planning of the University by analyzing its performance and risks
• Retain constant awareness of the University s financial position and act to prevent problems
• Set up and oversee the University s finance IT/automated system
• Set targets for and supervise all accounting and finance personnel
• Prepare timely and detailed reports on financial performance on a quarterly and annual basis
• Conduct analysis to make forecasts and report to upper executives
• Ensure adherence to financial laws and guidelines
• Ensure the reliable protection of confidential financial and other kinds of information (documentation)

PERSON SPECIFICATION:

Experience, qualifications and skills

• Proven work experience of which at least 3 years at managerial position
• In-depth knowledge of corporate finance and accounting principles, laws and best practices
• Solid knowledge of financial analysis and forecasting
• Proficient in the use of MS Office and financial management software
• An analytical mind with a strategic ability
• Excellent organizational and leadership skills
• Outstanding communication and interpersonal abilities
• BSc/BA in accounting, finance or relevant field; MSc/MA is a plus
• CPA or other relevant qualification is a plus
