Background

In September 2015, the General Assembly adopted the 2030 Agenda for Sustainable Development. This global “plan of action for people, planet and prosperity” is anchored on 17 Sustainable Development Goals (SDGs), the agenda’s results framework that captures universal aspirations across three dimensions of sustainable development: economic development, social development and environmental protection. The 2030 Agenda is an integrated, indivisible agenda, which balances the economic, social and environmental dimensions of sustainability, the success of which will depend on the extent to which coherent, evidence-based plans and policies are formulated and implemented at country, regional and global levels.

Under the overall guidance of the Resident Representative and direct supervision of the Deputy Resident Representative, the Programme Analyst analyzes political, social and economic trends and leads in the formulation, management and evaluation of programme activities focusing on the Economic Dimensions of the SDGs.

The Programme Analyst can supervise and lead programme support staff. The Programme Analyst works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff.

Duties and Responsibilities

Summary of Key Functions:

1. Implementation of programme strategies
2. Creation of strategic partnerships and implementation of the resource mobilization strategy
3. Management of the CO programme
4. Provision of top quality policy advice services to the Government and facilitation of knowledge building and management

Participates and provides support to the implementation of programme focusing on achievement of the following results:

• Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to Country Analysis, UNDAF, CPD, and other documents.
• Analysis and synthesis of proposals on the areas for support and interventions within the areas of economic development policies, inter-budgetary relations and local self-governance.
• Development and follow up on Programme Portfolio Pipeline and Project Tree in Atlas. Entry of data of new grants into Atlas in the form of Annual Work Plans (AWPs), monitoring of AWPs status.
• Provision of substantive advice and guidance for the design and delivery of the Economic Development programming
• Participation in audit of NEX/NIM projects.
• Ensures full compliance with UN/UNDP rules, regulations, and policies of project management and financial activities, implementation of effective internal controls, proper functioning of a client-oriented development resources management system.

Provides effective support to Local Economic Development focusing on quality control from formulation to implementation of the country programme achieving the following results:

• Contribute to the development/preparation of the ROARs/IWPs and indicators as well project updates in ATLAS and the corporate planning system. Including regular monitoring of CO delivery.
• Strategic support to the full cycle of programming from formulation to implementation of local Economic Development Programming in accordance with UNDP rules and regulations.
• Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
• Initiation of a project, presentation of the project to PAC, closure of projects, and projects evaluation
• Programme Analyst also performs functions of Manager Level 1 in Atlas for POs and vouchers approval.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

• Analysis and research of information on donors, national and international partners, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
• Assessment of CO opportunities for resource mobilization and identification and mapping of current and potential partners and donors in the area of local development, local governance and public financial management. Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support those policies.
• Identification of emerging sources of funding; assessment of their current usage and potential for the future.
• Synthesis of proposals and inputs to the development and implementation of a donor intelligence strategy, RM strategy, under the supervision of direct supervisor;
• Inputs to and update of outreach/publicity material geared towards partners and donors.
• Compliance with partner requirements, including systematized CO reporting to donors.

Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:

• Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
• Support to development of policies and institutions that will address the country needs in collaboration with the Government and other strategic partners.
• Sound contributions to knowledge networks and communities of practice.
• Organization of training for the operations/ projects staff on programme issues.
• Professional growth through active learning.

Performs other duties within your functional profile as assigned and deemed necessary for the efficient functioning of the office
Impact of Results

The key results have an impact on the success of country programme within the area of Local Economic Development, Competitiveness and Private Sector Development with strong consideration to inclusive economic empowerment. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets in line with the country programme.
