About JV Manufacturing POD Sapphire

GE and Rosneft, Russia’s largest oil company, are partnering on an industrial shipbuilding cluster in Far East, Bolshoi Kamen. This deal brought our strategic partnership with Rosneft to a new level by moving into joint manufacturing and expanding the program for localization of advanced oil and gas and marine engineering technologies in the Russian Federation.

GE and Rosneft develop ship-building projects of the Zvezda Shipbuilding Complex in Primorsk region. Partnership between the companies provides construction part 2 of a plant for ship steerable thrusters manufacturing as well as an enterprise, producing marine electrotechnical equipment.

Location: Bolshoy Kamen, Primorsk region

Responsibility:

• Responsible to implement sourcing commodity strategy across CIS region, taking into consideration the business specificity, GOS sourcing and compliance requirements
• Lead business process of deployment & use of negotiated contracts/ pricing /suppliers
• Identify & partner with business on usage/volume optimization projects
• Relationship management & user support
• Arrange RFX process for non-shared commodities
• Prepare and validate SOW and business requirements
• Proactive approach to collect/discuss business needs, projects and transform it to actual sourcing projects in close cooperation with commodity specialists
• Spend management
• Follow up with Business specific compliance & governance
• Resolves issues through immediate action or short-term planning
• Identifies new suppliers and supports selection and qualification of new suppliers; supports effort in supply base rationalization
• Assesses supplier capabilities and make recommendations on supplier acceptability
• Implement sourcing & compliance practices in the work with suppliers (including region specific processes), zealous Sourcing compliance promoter
• Co-ordinates work with regional & global teams.
• Other tasks as assigned by manage.

Requirements:

• Bachelor's degree – Finance/Business/Engineering.
• Minimum of 3+ years of sourcing experience (identifying opportunities, negotiating, selecting suppliers, contracts implementation, bidding, etc.).
• Strong project management skills.
• Knowledge of market, T&C, suppliers in the field of purchasing of commodities, such as Professional services, Facility.
• Fluent Russian and English (oral & written).
• Strong communication & interpersonal skills; team player; ability to work in diverse international and cross- business/cross-functional environment.
• Knowledge of Russian/CIS and international trade law, deep understanding of key Terms and Conditions specific to purchasing.
• Ability and willingness to travel up to 30% of the time.
• Strong qualitative and analysis skills.
• Ability to cope with multiple complex situations daily.
• Self-starter with ability to work with limited day-to-day direction.
• “Can do” attitude.
