Organization

The Project Sourcing/ Procurement Manager is placed under the management of the Project manager (functionally) and hierchically under Site Sourcing Director.

Networks and links

Hierarchy ; Sourcing Director.

Functional; Project manager.

Others ; Engineering team (local and design authority), change and configuration manager, buyers and commodity managers, Industrial engineers, procurement team, SQA/SPQD/SQD, warehouse manager.

Responsibilities:

• Is WPO for Sourcing Work Package on for the project his entity is involved.

1/ Initiate Work package file (WP sheet at situation 0) based on Sourcing Management commitment at the notification to proceed including risks, opportunities, CoNQ and on the incoterms.

2/ Prepare monthly Work Package report. Manage sourcing QCD Dashboard on entire scope of Procurement related to a given project (and publishing in war room).

• Launch and manage Part Maturity Follow Up based on engineering data (enriched by industrials).
• Identifies suppliers requiring capacity check and improvement plans. Launch actions with material planners.
• Monitor order placement process prior to order entry into the system. Overlooks that clerical tasks for order creation and entry are done on time, including incoterms & customs clearance.
• Coordinates all internal and external actors of the project to ensure on time placing of the orders :

1/ Monitor interfaces between Sourcing and Project. (design, co-design, modification proposals, …).

2/ Identifies critical sourcing path based on standard lead times.

3/ Validates Project planning for Sourcing activities in relation with Sourcing Management

and ensure planning follow up with potential suppliers during co-design phase.

4/ Checks all specifications are available prior to negotiation (technical, quality, logistics, costs).

5/ Support negotiations for logistics aspects.

6/ Evaluate impact/risk of modifications on production planning.

7/ Escalade alerts if milestones not met on time.

• Participates to FAI with critical suppliers.
• Participates to Gate Review to represent Sourcing, with support of CM when needed.
• Interface with Production Planning to validate MPS (Master Production Schedule) feasibility based on procurement plans.
• Coordination with buyers to launch additional / replacement orders.
• Escalade alerts when major issues in serial phase with suppliers requiring support of Commodities.

Requirements:

• Compliance with QCD commitment as WPO.
• Specification readiness before consultation (technical, quality, supply chain).
• Supplier Leadtime (black hole) between order placement and deliveries in starting and stabilized phase.
• Supplier OTIF
• Supplier CoNQ
• Usage of Alstom standard tools.
• Other standard individuals targets (behavioural, Office 5S).
• Successful milestones gate passed through (on time FAI).
• Experienced in a project environment, having demonstrated his positive behaviour and professionalism. Focused on reaching the targets.
• Work with SAP ERP, Experienced in Excel
• Disciplined, rigourous, proactive, likes teamwork.
