IREX is an international nonprofit organization providing leadership and innovative programs to improve the quality of education, strengthen independent media, and foster pluralistic civil society development. IREX in Ukraine has implemented regional and country-wide programs in Ukraine for more than 20 years. The programs provide study and internship opportunities for professionals in the region, foster the development of civil society and professional media, advocated good governance and support basic, secondary, and graduate educational development.

UMPP launched in 2002, funded by the Bureau of Educational and Cultural Affairs (ECA) of the US Department of State. The project creates and fosters long-term relationships between American and Ukrainian media outlets to allow mutual on-site professional visits to help develop the professionalism of Ukrainian media outlets. UMPP works with print, broadcast and online media outlets throughout Ukraine to promote a free and independent media sector by developing partnerships between US and Ukrainian media organizations.

IREX’s Theory of Change posits that IF Ukrainian and American media outlet staff:

  • engage in peer-to-peer knowledge exchanges;
  • form professional networking relationships among themselves; and
  • become acquainted with each other’s culture,

THEN Ukrainian media outlets will improve their business management, journalistic content, and technological capacities. The theory supports the objective of PAS to strengthen Ukrainian media by fostering long-term relationships between selected American and Ukrainian media outlets through individuals who work at each outlet.

The primary objective of the evaluation is to measure the outcomes and impact of the Ukraine Media Partnership Program. The evaluation will cover the past 5 years (2015-2019) of implementation to measure how the program has benefited Ukrainian media. The evaluation will also gather baseline data that will be used to measure performance and adapt programming in the future. IREX proposes the following research questions, which may be adjusted during implementation and in consultation with PAS:

  • What is the impact of the UMPP program on individual media outlets in Ukraine (conduct an assessment of both expected and unexpected outcomes):
    • To what extent do partnerships help Ukrainian media implement new standards, practices, and formats?
    • To what extent does UMPP help build stronger, more independent, sustainable and professional media?
    • What are the ripple effect of the UMPP program (effects on other colleagues in outlets, on audience and / or other types of effects)?
    • What aspects of UMPP are the most useful for participants? Was their worldview changed and if so, how?
  • What are participants’ ideas for possible re-design of the program agenda, new partners, and follow-on activities?

This evaluation will enable us to see long-term effects and learn about individual developments at partners’ organizational and individual levels.

IREX/UMPP will contract the evaluator or the evaluation team that will assess 24 regional media outlets. Domestic travel to Alumni outlets is expected. Cities where the outlets are located are the following: Kyiv, Zhytomyr, Kharkiv, Izyum (Kharkiv oblast), Lviv, Rivne, Uzhhorod, Chernivtsi, Vinnytsia, Sumy, Bilopillya (Sumy region), Ivano-Frankivsk, Lutsk, Chernihiv, Mena (Chernihiv region), Poltava, Cherkasy, Odesa, Mykolayiv, Mariupol.

Specific tasks for the consultant will be as follows:

  • Develop the overall evaluation plan (including indicators and data collection process description);
  • Create the evaluation tools that include questionnaires for in-depth interviews on the site, in-person when possible, content analyses forms, survey forms for the phone or online interviews of readers/viewers/subscribers of the outlet, dynamics of digital presence, and other tools in line with the evaluation plan;
  • Analyze participant’s data related to finance, audience numbers related to readers/viewers;
  • Conduct field work with media representatives (UMPP Alumni) as well as coordinate the surveys with the participants (such as in newspaper online platform, print versions etc.), study on media outlets visibility and online presence;
  • Evaluate American partners (via interviews, emails, Skype calls) in respect of UMPP participation;
  • Create data bases of in-depth interviews (audio files) and surveys;
  • Prepare and submit a consolidated: i. narrative report that includes visual/infographic elements, as well as ii. analytical part including: a) results of the program for the specific outlet (before and after participating in UMPP program); b) valuable recommendations on improvement of UMPP program; c) road map of the outlet for the future participants of the program based on the Alumni experience.
  • Plan for opportunities to identify lessons learned and implications for the project’s next partnerships.
  • Identify and describe impact of the program.

Deliverables

  • Evaluation inception report. An inception report should be prepared by the evaluators before going into the full fledged data collection exercise. It should detail the evaluators’ understanding of what is being evaluated and why, showing how each evaluation question will be answered by way of: proposed methods, proposed sources of data and data collection procedures. The inception report should include a proposed schedule of tasks, activities and deliverables, designating a team member with the lead responsibility for each task or product.
  • Data collection tools (in Ukrainian and English).
  • Databases of in-depth interviews and surveys (audio files, MS Excel format).
  • Draft and final evaluation reports in MS Word in English that include methodology, findings, recommendations and impact section.
  • Final PowerPoint slides highlighting key findings, conclusions, and recommendations.

Duration of Assignment

The anticipated timeframe for the consultancy is between 16 March 2020 until 31 July 2020.

The evaluation may take up to 4.5 months including:

1. Developing methodology and data collection tools - 1.5 months

2. Conduct fieldwork - 1.5-2 months

3. Analyzing data and report writing - 3-4 weeks

Procedures for application

Interested applicants should e-mail a cover letter, CV, past performance of the evaluator (including examples of similar evaluations, sample reports), as well as submit detailed budget in USD and narrative proposal (see the detailed description below) of evaluation - by 6pm on 26 February, 2020. The vendor will be selected no later than March13th, 2020.

  • Budget calculations should be broken down by main activities (for example, travel, conducting in-depth interviews, report writing). Price should be calculated in United States Dollars. Budget ceiling for the evaluation should not exceed 22,000 USD.

Maximum size of the narrative proposal in MS Word is 6 pages (font size 12, 1.5 line spacing).

Budget calculations to be sent in a separate MS Excel file.

Language of submission is English.
