General Summary

The Biotechnology and Diagnostics Specialist, in support of a US Government-funded project for the US Cooperative Biological Engagement Program (CBEP), will assist with the development/implementation of projects, and country/regional-level activities to support sustainment of capacity/capability for enhanced disease surveillance, reporting, and response in Ukraine. This is a full-time, local-hire position that will report to the CBEP Biosurveillance and Research Manager based in Black & Veatch Special Projects Corporation’s (BVSPC) Kyiv office, and includes the potential to require up to 25% domestic travel.

Key Responsibilities:

• Support the development and implementation of research initiatives as directed by the CBEP in Ukraine (CBEP-Ukraine)
• Assist with laboratory and field efforts for Cooperative Biological Research (CBR) projects and Threat Agent Detection and Response Projects (TAPs)
• Conduct laboratory mentorship in support of integration and assist with implementation and sustainment of enhanced molecular diagnostics training in support of CBEP-Ukraine
• Contribute to the development of reports, assessments, analyses, and plans (e.g., training, sustainment) pertaining to country-level/regional efforts of relevance to biosurveillance or other CBEP-Ukraine objectives
• Contribute to the design, implementation, and sustainment of activities required to enhance/maintain Ukraine's disease surveillance, reporting, and response systems in accordance with international standards and in support of CBEP objectives
• Assist the OCONUS Biosurveillance and Research Manager in Ukraine, who will provide direct oversight
• Interact with colleagues to ensure effective integration of human health and One Health objectives within other components of CBEP-Ukraine

Position Specific:

• Assist with the implementation of approved training in molecular diagnostics, biosurveillance, or other areas of biomedical expertise as directed by CBEP-Ukraine
• Assist with conducting of site and procedural risk assessments
• Assist with the implementation of additional research and diagnostics efforts in support of CBEP-Ukraine

• Provide advice regarding matters related to the current need and technical capacity of Ukrainian participants, the continued support and integration of CBEP provided technology and supported methodologies, as well as official policy in support, or against, the application of proposed technology or methodologies in Ukraine
• Assist with development of science research project proposals and, if awarded, implementation of project activities and associated deliverables (e.g., reports)
• Contribute to the support and sustainment of the Science Writing Mentorship Program (SWMP) and contribute to the mentorship of Ukrainian laboratory and diagnostics professionals
• Attend meetings between BVSPC/Metabiota, US Government, sub-contractor, site recipient representatives, and others as may be required
• Engage in other tasks in support of the Science Department, BVSPC and DTRA with regard to CBEP-Ukraine as may be required
• Other duties as assigned

Job Requirements:

• Fluency in English language required, including excellent written communication skills
• Terminal degree (e.g., PhD, Master’s) or equivalent in biological sciences (e.g., microbiology, immunology, epidemiology), veterinary medicine, human medicine, public health, or other science-related discipline, with focus on diagnostics for animal and/or human disease detection

• Minimum of 3-years of prior experience in the area of diagnostics and molecular biology or related discipline. Must include at least one year of scientific research plus technical or grant writing experience. Previous laboratory experience in PCR, ELISA, sequencing, and/or GIS methodologies strongly preferred
• Strong organization and planning skills, with good attention to detail
• International collaborative work or peer-reviewed publications are a plus
