The Organization: IFC, a member of the World Bank Group, creates opportunities for people to escape poverty and improve their lives. In addition to its investment work, IFC, through the IFC Advisory Services in Europe and Central Asia, executes a major donor-funded program of private sector advisory services projects (AS) in Russia, Ukraine, Belarus, Central Asia and the Caucasus. The objectives of the program are to promote direct investment in the private sector, build local businesses and financial intermediaries, and help improve the business-enabling environment.

Financial Institutions Group Advisory Services: IFC believes that sound, inclusive, and sustainable financial markets are essential in building prosperity and eradicating poverty. They ensure efficient resource allocation, create jobs, spur economic growth and play a critical role in private sector development. IFC’s Financial Institutions Group Advisory Services help to transfer knowledge and best practices to strengthen and build the capacity of financial institutions to provide broad-based financial services to individuals and micro, small and medium enterprises.

One of key areas of FIG in ECA is addressing climate change agenda in the region through two specialized advisory programs:

• Europe and Central Asia Sustainable Energy Finance (ECA SEF) Program, which in particular, includes work in such regions as Russia, Balkans, Moldova, Azerbaijan and others.
• Ukraine Sustainable Energy Finance (Ukraine SEF) Program.

The ultimate objective of the Programs is to increase energy efficiency in industries and reduce GHG emissions through collaboration with financial sector. The Programs provide dedicated sustainable energy finance advisory to banks and other FIs with a purpose to help FIs develop new sustainable energy finance products and facilitate investments into industrial modernization.

IFC is seeking candidates to fill the position of senior technical advisor for investment and product development in banks. In addition to program tasks in Ukraine and ECA in general, the position envisages that this advisor should be able to help with program tasks in EMENA region, broader region including ECA region as well as Middle East and North Africa.

Intro:

- Main area of specialization is heat engineering (practical expertise with related knowledge of economics and investment aspects as well as familiarity with local specifics)

- Additional expertise in such areas as heat generation from renewable sources (including biomass, bio-gas, solar) and different wastes (including organics) is a plus.

- Senior professional with comprehensive and in-depth expertise area of specialization

- Recognized by staff as an advisory resource; develops and applies best practices.

- Routinely leads complex projects to be supported by the program for partner FIs and integrates work of other (often multi-disciplinary) professional staff.

- May provide advice to functional management at tactical level of expertise in area of specialization.

- Contributes to strategy, analysis and policy formulation prepared by program team.

Scope of work (duties and responsibilities):

Project execution (Project implementation), in coordination with Technical Lead and Program Manager:

- Contribute to the implementation work of SEF(Sustainable Energy Finance) advisory, transactional support in developing client work with individual clients (corporates and SMEs)

- Provide consultancy support and expertise on loan applications;

- Do quality control on technical aspects of inputs (like models, calculations etc) prepared by others

- Contribute to negotiations with banks and suppliers/vendors on technical related aspect of business cases in the area of expertise

Product development

- Lead internal research and modelling which require extensive technical background in the area of expertise

- Do technical and economical modeling and verification of proposed business opportunities for banks and vendors, including, among others, technical data mining and review for development of business cases for area of expertise

- Contribute to others' work on technical analysis and identification of opportunities (energy, water and other resource efficiency opportunities at enterprises under advisory programs with financial institutions (FIs));

- Technical research support in market and benchmarking verification under project review/transaction support for financial institutions

- Technical research support in developing presentations for different events with FIs

- Provide support to Technical lead and Program manager on technical/engineering aspects of preparing business cases and proposals in SEF areas;

- Other duties as defined by Project Manager (e.g, preparation of presentation materials for meetings, seminars etc.).

Knowledge development (building service lines/products):

- Work in developing training materials for industries of expertise;

- Propose and draft updates of the training materials for SEF in context of current SEF market development in the region.

- Support in development and quality control of information materials from technical point of view

Internal responsibilities

- Documentation, reporting, etc., including project related activities

- And other tasks and activities asked by Program manager or Technical lead (in coordination with Program manager)

Deliverables

- The Consultant will be asked to prepare reports to describe the developments and his/her work to be presented to the Project Manager. The report shall be submitted not later than the 5-th day of the month following the month for which the report is written

Acceptance of Deliverables

- The deliverables report should be made available in English in electronic form. It is considered and accepted at the sole discretion of the Project Manager once all requirements for deliverables are satisfied. The report must meet the TOR requirements, the content shall reflect the appropriate depth and expertise levels for the assignment, and the consultant shall provide all background findings, surveys, interviews, data analysis, and other supporting information. The Consultant is required to regularly communicate with the Project Manager to share copies of the reports and other documents for review and comments.

- Has professional level, requiring practical application of professional knowledge at a broad-based level to complete difficult assignments.

- Has to be recognized by staff as an advisory resource; develops and applies best practices for in the area of specialization.

- Performs fully professional level research, analyses, diagnoses and proposes solutions to moderately complex problems in the field of specialization.

- Routinely lead complex projects and integrates work of other (often multi-disciplinary) professional staff.

- Seeks common ground and negotiates issues with internal and/or external clients to recommend for higher approval.

- Provide advice to functional management at tactical level of expertise in area of specialization.

- Contributes to strategy, analysis and decision-making.

- Prepares a variety of written products and communications, including important components of major reports.

- Contacts predominantly with counterparts at the working level in businesses and organizations.

- Gives some knowledge-based guidance to more junior staff.

Other Special Terms & Conditions / Specific Criteria

- At least 10 years’ experience

- Relevant engineering and/or chemical education

- Relationship building with core client team and skill building for client team members, sensitivity to client’s culture

- Ability to communicate clearly and concisely for expert and non-expert audiences, including ability to communicate technical and financial aspects of projects to diverse audiences;

- Strong analytical skills, ability to think strategically and rapidly analyze diverse information;

- Self starter with problem solving skills

- Ability to synthesize work and draw out insights, develop recommendations related to own work-stream

- Manage own work, work mostly independently on deliverables

- Communication skills and ability to lead working team meetings

- Fluency in Ukrainian, Russian and English to be able to do technical work.

- Excellent presentation and facilitation skills,

- Results-oriented approach with demonstrated history of accomplishments.
